MEMORANDUM
DISCUSSION
1.Ownership. The project plans indicate that the residential units are planned as
condominiums, is this part of the application? Will the project be part of the larger HOA
for Tract 3066or a sub-association for just the commercial lots? Willthe CC
the reservation of parking spaces for commercial uses during hours of operation?
2.Commercial Retail Floor Area. According to the OASP Table 1.1, Land Use Summary,
there are 2.75 acres of Community Commercial, Mixed Use (C-C-MU) within the Specific
Plan that are to support 8,000 square feet of commercial and 8,500 square feet of office
uses. Policy 3.2.19 indicatesa maximum of 10,000 square feet of commercial retail for the
entire C-C-MU zone.This projectproposes 10,800 square feet of leasable commercial
area, including the mezzanine in Building 2,on 1.3 acres--less than half of the total
acreage within the C-C-MU zone.Is the proposed amountof retail commercial area
consistent with OASP? Will this project preclude additional commercial retail uses on the
remaining acreage within the C-C-MU zone? Isan amendment to the OASP necessary to
allow more than 8,000-10,000 square feet of commercial uses in the C-C-MU zone?
Front Setback:OASP Program 4.2.4a identifies a zero-frontsetback at this location for
the subject property, the project provides a 10-foot setback in these areas, is this in conflict
with the intent of the OASP setback requirement
intent is to provide a gateway vistatoward the natural areas
4.Parking: The title sheet for the Tract 3066 plans on Agenda Packet Page 85 states that
112 parking spacesare required and 109 are provided for the duplexes and triplexes (plus
three spaces in the mixed-uselot). Thestaff report states that only 99 spaces are required
for the duplexes and triplexes, so that 10 more spaces are provided than are required.
Whichparking calculation is correct?
5.Noise: Is there a standard noise condition that can be appliedto this and future mixed-use
projects to assure that the design of residential units meets the Noise Ordinance standards?
6.ARC Recommendation:I recall having seen the recommendation before for alternative
railing designs for the private residential balconies to offer more privacy.Are there any
guidelines in the Community Design Guidelinesor in the OASP that support this
recommendation, perhaps for private open space in Residential zones?
