The San Luis Obispo City Council is poised to end a critical, long-time protection of the City's Natural Reserves/Open
Spaces. In 2018 on a 3 to 2 vote increased winter night hours on Cerro San Luis Natural Reserve for mountain biking
and public access. It is allegedly a two year "trial program."
For over 20 years passive recreational use was allowed from one hour before sunrise to one hour after sunset. Even on
the shortest day in winter this allowed for 11 hours of public access.These hours of use protected wildlife and allowed
them to move freely for survival.
The City's constitution, its General Plan, states the primary purpose of the City's Natural Reserves/Open Spaces are
protection of wildlife, their habitats and other natural resources, with a secondary purpose of passive recreation ONLY if it
does not degrade the natural resources being protected and where there are no significant neighborhood compatibility
impacts. Natural Reserves/Open Spaces are not parks.

The Mayor and City Council will have the dubious distinction of being the first in the City's history to weaken a long-
standing environmental protection. Mayor Harmon and Council Members Rivoire & Gomez voted for it. They claim to be
environmentalists, yet they are proving otherwise.
Please do not continue to degrade the City's long-standing Open Space Ordinance's Wildlife Protection. This may be
applied to the other Natural Reserves/Open Spaces in the future.
