Dear Mayor & City Council Members:
Per your staff report ...
Given that the City's policy framework for open space management expresses a clear preference for natural resource
protection as a primary management goal and
Given that the Open Space Winter evening hours trial program is not consistent with the spirit and intent of the City's
Open Space policy framework and
Given that the Open Space Winter evening hours trial program has been very burdensome for the Natural Resources &
Ranger Service staff and
Given that the Open Space Winter evening hours program, were it to become a permanent program, would come at the
expense of other Council priorities,
I therefore urge that you vote to permanently discontinue the trial Open Space Winter evening hours program and direct
our precious City resources to more urgent priorities.
The public already has use of our open spaces one hour before sunrise and one hour after sunset - year round. The flora
and fauna (and particularly the nocturnal wildlife) deserve their own peaceful and quiet time without human intrusion into
their habitat and homes.
Lastly, there is mention in your agenda packet of a study you commissioned by Terra Verde Environmental, but no
discussion of their findings. In correspondence I read from another city resident, there is mention of a Council Reading
File? I have never heard of this in many years of following Council business. I searched the City's website for 'reading file'
and got 334 hits; that's not very helpful in finding this report. I don't understand why the findings of a study so germane to
this agenda item are not included with the Agenda Report or as an easily identifiable attachment to your meeting agenda.
