The purpose of this memorandum is to provide a detailed map showing the locations of the
proposed parking program and revenue adjustments that have been described on packet pages 17-
19and included in the Parking Fundlong-term forecaston pages 137-143.
Staff is proposing program and revenue adjustments that support projectedoperationalcostsand
estimated debt service for the construction of the Palm-Nipomo parking structure. The proposed
parking program changes are alsodesigned to incentivize desired parking and circulation
behaviorssuch as but not limited to shifting nonresidentparking away from neighborhoods,
promoting parking structures as the primary and preferred parking destinationand recovering
parking costs and encouraging walking, biking and alternative forms of transportation.
Packet page 114 details the full list of proposed changes in the Strategic Budget Direction Staff
report.The purpose of the map (Attachment A)is to convey the scope and geographical scope of
the proposed changes.
Ifprogram and rate changes are approved by Councilas part of the 2021-23 Financial Plan,staff
will implement all changes except for items 1, 4, and 12(as numbered in Attachment A)beginning
in July 2021and the remaining strategies(1,4 and 12) would be implemented in 2022.This will
provide the Parking Fund sufficient time to realize financial changes and make any adjustments if
neededprior to bonding for the construction costs of Palm-NipomoParkingStructure. The
purpose of taking these incremental steps isto monitor whether changes have been adequate to
support the long-term debt service for the Palm Nipomo project.
