San Luis Obispo Municipal Code §15.04.020:
Amendments –California Building Code
B.Amend Chapter 1, Division II, Section 101.2, to read as
follows:
101.2 Scope. The provisions of this code shall apply to the
construction, alteration, relocation, enlargement,
replacement, repair, equipment, use and occupancy,
location, maintenance, removal and demolition of every
building or structure, including pre-manufactured shipping
containers,or any appurtenances connected to or attached
to such buildings or structures.

San Luis Obispo Municipal Code §15.02.010, California
Building Code §105.1:
Permit Required. Any owner or authorized agent who
intends to construct, enlarge, alter, repair, move, demolish or
change the occupancy of a building or structure, or to erect,
install, enlarge, alter, repair, remove, convert or replace any
electrical, gas, mechanical or plumbing system, the
installation of which is regulated by this code, or to cause
any such work to be done, shall first make application to the
building official and obtain the required permit.

The general property development standards for the C-S zone shall be as
set forth in Table 2-20: C-S Zone Development Standards. See also

Enforcement Timeline
04/17/2019 –Fire Department forwarded concerns regarding use
of storage containers as a rented storage space.
04/25/2019 –Preliminary inspection form the public right of way.
04/30/2019 –Attempted inspection. Representative for property
owner requested postponement of inspection in
order to coordinate reinspection of deficiencies
noted by the Fire Department. Shipping containers
were overserved on site from the public right of
way.

06/04/2019 –Inspection with representative for the property owner.
Approximately nineteen (19) shipping containers were observed on site in which the representative confirmed
use as rented storage space for the general public.
Additional shipping containers were on site that appeared to be utilized as storage for the businesses on
site. Many of the shipping containers lacked the
required setback from the rear property line. Additional violations relating to interior unpermitted racking
systems were also observed.
06/17/2019 –Notice of Violation issued for violations of CBC §105.1and SLOMC §17.36.020.
10/15/2020 –Administrative Citation #22649 issued for all remaining
violations.
