Reading the Ordinance it appears that a shopping cart will be allowed to left wherever it is in the City for 3 days once the owner has been notified by the City where it is. Is that a correct reading. Or does Subsection C take precedent? I certainly hope not because by the time the shopping cart owner is notified and, let's say doesn't immediately go and get it, one of two things a happens the shopping cart stays there for 3 days or by then the cart ends up somewhere else repeating the cycle. Honestly this is ridiculous. There was a shopping cart that was left on the sidewalk near the corner of Higuera and Madonna Rd for 2 weeks, well until somebody pushed it off the sidwalk. How many City trucks drove by there every day. 2, 5, a dozen? And nobody stopped to pick the shopping cart up. Nobody!. Here's my suggestion to reduce the blight that is being caused by people taking shopping cart and leaving wherever. PICK THEM UP!!!. And don't wait 3 (regardless of Subsection C) days after somebody from the city takes the time ANYWAYS to take the information down about whose cart it is and then send them notice about where there cart is. PICK THE DAMN THING UP!!!! This is the best City staff could come up with. All the onus is on the shopping cart owners and zero on the person taking the cart. I don't get it. But regardless, it needs to be City policy that any city employee that has a truck will stop and pick up an abandoned shopping cart if they see it. And if for some reason they are unable to they call into the Corporation office and have someone pick it up when they go out and do whatever they're doing during the day.
