Mass Transportation Committee
Based on the threat of COVID-19 as reflected in the Proclamations of Emergency issued by both the Governor
of the State of California, the San Luis Obispo County Emergency Services Director and the City Council of the
City of San Luis Obispo as well as the Governor’s Executive Order N-29-20 issued on March 17, 2020, relating
to the convening of public meetings in response to the COVID-19 pandemic, the City of San Luis Obispo will
be holding all public meetings via teleconference. There will be no physical location for the Public to view
the meeting. Below are instructions on how to view the meeting remotely and how to leave public comment.
Additionally, members of the Mass Transportation Committee (MTC) are allowed to attend the meeting via
teleconference and participate in the meeting to the same extent as if they were present.
Using the most rapid means of communication available at this time, members of the public are
encouraged to participate in MT C meetings in the following ways:

Emails sent after 12 :30 PM – Can be submitted via email to advisorybodies@slocity.org and will
be archived/distributed to members of the Advisory Body the day after the meeting. Emails will
not be read aloud during the meeting
•Verbal Public Comment
Received by 12:30 PM on the day of the meeting - Call (805) 781-7164; state and spell your
name, the agenda item number you are calling about and leave your comment. The verbal
comments must be limited to 3 minutes. All voicemails will be forwarded to Advisory Body
Members and saved as Agenda Correspondence. Voicemails will not be played during the meeting.

A Regular Meeting of the Mass Transportation Committee was called to order on Thursday,
November 12, 2020 at 2:26 p.m. via teleconference, by Chair John Osumi.

ACTION: UPON MOTION OF VICE CHAIR FIGUEROA, SECONDED BY COMMITTEE MEMBER
CRAMER, CARRIED 6-0-1 (Member Freeman absent), to forward the following
recommendations to City Council as the Mass Transportation Committee Goals for the 2021-
23 Financial Plan:
•Additional Staffing: Create one additional full-time staffing position for Transportation
Grant Programs.
•Increase Services: Support expanding transit services for more frequency along major
transit corridors.
•Representation in Planning Review Process: Strengthen transit involvement in the
planning review process.
•Ensure Adequate Facilities: Including a dedicated Transit Center and growth ready
Maintenance Facility.
•Adopt Advancements in Technology: Including the adoption of electric vehicles.

COVID-19 - Update and Ridership
The City of San Luis Obispo continues to provide fixed-route public transit (SLO Transit) to meet travel
needs within our community. Many individuals depend on public transit for access to vital services
including employment, community services, and medical care. As our community safely reopens, SLO
Transit continues to implement modified bus service, enhanced cleaning procedures, and safety
precautions.
Currently, SLO Transit is operating summer service levels from approximately 6am – 8pm on weekdays
and 8am – 8pm on weekends. We anticipate an eventual return to normal service frequencies and
increased ridership levels. However, as our community gradually reopens, we anticiapte summer service
levels to continue through the summer until the 2021-22 academic year begins.
In accordance with the State Mandate (June 2020) and the Federal Executive Order (Jan 2021), SLO
Transit requires passengers to wear masks while waiting at stops and while on the bus. As a courtesy,
SLO Transit installed mask dispensers on board every vehicle to make individually wrapped masks
available to passengers (Feb 2021). The federal mask mandate has been extended by the Transporation
Security Administration (TSA) to September 13, 2021. SLO Transit will continue to require masks until
further notice.

City’s Fiscal Year (FY) begins July 1 and ends June 30. FY21 data includes July 2020 – Apr 2021.
Per the above chart, difference represents the difference in ridership for FY 2021 compared to FY 2020.
% Change represents percentage change in ridership for FY 2021 compared to FY 2020.
While there has been a significant decline in SLO Transit ridership, this decline was anticipated in
response to our community’s guidelines for safe reopening. Many riders have been limiting trips,
learning remote, and working remote. Additionally, Cal Poly students typically comprise about 65% of
total ridership so their absence from our community has a noticeable impact on total ridership. We are
anticipating ridership to gradually increase in alignment with the reopening of our community.
