ROLL CALL Present: Committee Members Robin Kisinger, Denise Martinez, Marlene Cramer, Rob Moore, Vice Chair David Figueroa, and Chair John Osumi Absent: Committee Member Trevor Freeman Staff: Transit Manager Gamaliel Anguiano, Transit Coordinator Megan Weeks, Transit Assistant Jesse Stanley, and Deputy City Clerk Megan Wilbanks PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None --End of Public Comment-- CONSIDERATION OF MINUTES 1. Minutes of the Mass Transportation Committee meeting of March 11, 2020. ACTION: UPON MOTION OF VICE CHAIR FIGUEROA, SECONDED BY COMMITTEE MEMBER CRAMER, CARRIED 6-0-1 (Member Freeman absent), the Mass Transportation Committee approved the minutes of March 11, 2020. ACTION ITEMS 2. 2021-23 Financial Plan Advisory Body Goal Setting Process Budget Analyst Natalie Harnett provided a PowerPoint presentation and responded to Committee inquiries. Minutes – Mass Transportation Committee Meeting of November 12, 2020 Page 2 Public Comments: None --End of Public Comment-- ACTION: UPON MOTION OF VICE CHAIR FIGUEROA, SECONDED BY COMMITTEE MEMBER CRAMER, CARRIED 6-0-1 (Member Freeman absent), to forward the following recommendations to City Council as the Mass Transportation Committee Goals for the 2021- 23 Financial Plan:  Additional Staffing: Create one additional full-time staffing position for Transportation Grant Programs.  Increase Services: Support expanding transit services for more frequency along major transit corridors.  Representation in Planning Review Process: Strengthen transit involvement in the planning review process.  Ensure Adequate Facilities: Including a dedicated Transit Center and growth ready Maintenance Facility.  Adopt Advancements in Technology: Including alternative fuel and electric vehicles. COMMENT AND DISCUSSION 3. Transit Manager Report Transit Manager Anguiano and Transit Assistant Stanley provided a PowerPoint presentation to update the Committee on the following items:  COVID-19 Response  Ridership Update ADJOURNMENT ACTION: UPON MOTION OF VICE CHAIR FIGUEROA, SECONDED BY COMMITTEE MEMBER KISINGER, CARRIED 6-0-1 (Member Freeman absent), the meeting was adjourned at 4:05 p.m. The next Regular Meeting of the Mass Transportation Committee is scheduled for Wednesday, January 13, 2021 at 2:30 p.m. via teleconference.
