That change is inevitable, and the popularity of Cal Poly and Cuesta College ensure a continuous influx of students to attend those institutions. The homes on Stanford Drive and Cuesta Drive command $800,000+ price tags. They are single family homes,but more than 50% are occupied by renters. Anyone of us homeowners knows that these rentals are often occupied with 5+ tennants to a home - we know this simply because we compete with them for parking. Stanford Drive and Cuesta Drive have high demands for parking spots.The fact that the Planning Commission would use a single family residence as a model, with a 2 car assumption is a flawed study. With the proximity to Cal Poly and Cuesta College, coupled with the homeowner to student rental ratio, we can only presume that this new development will be purchased for student housing and likely have 5 cars. Additionally, if an ADU is built on the property we can assume there would be 2 additional cars for a total of 7. This isn’t rocket science. The actuary numbers used to determine the impact of a “single family home”are not germane to this proposed development. The use of a 2 vehicle/house figure opposed to 5 is an error of 40%. This development needs to be looked at from a real perspective for that location and adjusted accordingly. The traffic impact on Stanford and Cuesta Drives, the noise impact of a large predominantly college student housing development,will impact that entire neighborhood. While Stanford Drive and Cuesta Drive would allow for the cheapest and easiest access to those new homes, we would like you to consider Jeffrey Drive and Westmont Drive as possible alternatives. Jeffrey Drive is 40’ wide, compared to Stanford Drive that is 37’ - a much safer and viable solution for the amount of traffic that is going to occur. Additionally, Westmont Drive towards Highway 101 is already in place, and additional traffic would affect far fewer homes than the 60+ homes on Stanford and Cuesta Drive. While it’s true city staff can’t control who will buy those houses, it’s also true that they CAN plan for who they know will buy them and that they will likely be student housing. If keeping a neighborhood is desirable and important to the Planning Commission, we urge you to send this back to city staff for a real world look at what is most likely to happen in that neighborhood.
