Good Afternoon Mayor Harmon and Councilmembers, My name is Jonathan Roberts and I am a member of the City's Active Transportation Committee. First I would like to thank you for the work you have done to help promote active transportation throughout San Luis Obispo. Historically, active transportation has been allotted so little funding that very little modal change from single occupancy vehicle trips to more environmentally friendly means of transport has occurred. I am hopeful that with the adoption of the first ever Active Transportation Plan, we will have the courage to fix our historically ill-equipped pedestrian and bike infrastructure. I am pleased with many parts of the financial plan recommended by staff. I would like to point out two items. First, the lighting project on the Bob Jones Trail as well as the Railroad Safety Trail is concerning. Recently lighting was put in place on the Railroad Safety Trail. I understand that it is not solar, but I suspect it is not at the end of service and I struggle with the idea of throwing away the previously installed lights on that section of trail. The Bob Jones portion of the light installation is not an active transportation project nor is it in the Active Transportation Plan. I understand that the unhoused population that lives along the water treatment plant corridor have required services in this part of the city. I am concerned that spending such a large amount of money on lighting in this area isn't how we can best help these residents. I do wonder what CAPSLO would do with $1.35 million if given the opportunity to choose between lights on an unused trail or other services they can provide. I understand that this is an incredibly complicated situation and that I in no way comprehend how difficult it is to provide the best help. Second, I would like you to consider using stronger language regarding the use of the previously allocated Anholm Greenway funds towards future Tier 1 active transportation projects.
