Description of Project and Environmental Settina. Applicant proposes to construct 4 new 2-bedroom apartment units and convert an existing garage to a studio apartment, as an addition to an existing planned unit development on .8 acre located at 560 Hathaway. Applicant also proposes modification of on -site parking and landscaping. Project site is adjacent to US 101 freeway to the southeast, single family -type Housing to the west, and multiple unit public housing to the north. It is assumed for the purposes of this study that approval of rezoning to PD-R2 will be granted prior to construction, or the project will be decreased in scale to be consistent with both General Plan and zoning standards prior to approval. II. Potential Impact Review. A. Community Plans & Goals. The 1977 General Plan Land Use Element designates this area for 'Medium Density Residential' use, although current zoning is PD-R-1. As noted, it is anticipated that re -zoning will occur, in conformance with the General Plan, prior to final approval of this project. As submitted for review, the proposal involves a final total of 12 units (computed using proposed Zoning Ordinance weighting scale). Density allowed under anticipated rezoning would permit 10 units to be constructed on the site. An additional one to 2 112 units could be authorized at the discretion of the Planning Commission and City Council, if they find that the proposal enhances the area due to 'exceptional design and arrangement...'. Thus, approval of the density as submitted is contingent upon the evaluation of the Council and Planning Commission. Since these bodies may not approve this higher density without making certain findings, it is assumed that the applicant will be required to reduce the density of the project if the findings are not made. Therefore, it is not expected that the project, as finally approved, will constitute a significant conflict with adopted community plans and goals. B. Population Distribution & Growth. THis project is not expected to have any significant effect on population distribution or growth. C. Land Use. As noted above, the project is expected to be consistent with community land use plans, as finally adopted. No significant adverse effects are expected. D. Transportation & Circulation.
