HomeMy WebLinkAbout07-19-2021 ARC Agenda Agenda Architectural Review Commission Monday, July 19, 2021 5:00 PM REGULAR MEETING Council Hearing Room 990 Palm Street San Luis Obispo The Architectural Review Commission (ARC) will resume in-person meetings on July 19, 2021 in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo. We will no longer be using Zoom. 1. To provide Public Comment - The ARC will be accepting Public Comment in the following ways: o Mail or Email Public Comments received by 3:00 PM on the day of meeting ▪ Submit via email to advisorybodies@slocity.org ▪ U.S. Mail to City Clerk's Office at 990 Palm Street, San Luis Obispo, CA 93401 ▪ All emails and letters will be archived/distributed to commissioners, however, submissions after 3:00 p.m. on the day of the meeting may not be archived/distributed until the following day. Emails and letters will not be read aloud during the meeting. o Verbal Public Comment Received by 3:00 PM on the day of the meeting ▪ Call (805) 781-7164 to leave a voicemail; State and spell your name, reference the agenda item number you are calling about, and leave your comment. Voicemails are limited to 3 minutes. All voicemails will be forwarded to the commissioners and saved as Agenda Correspondence. Voicemails will not be played during the meeting. ▪ Submit a video; Limited to 3 minutes, email your mp4 video to advisorybodies@slocity.org or drop off a USB containing the video to the City Clerk’s Office at 990 Palm Street, San Luis Obispo, CA 93401. Videos will be forwarded to the commissioners and saved as Agenda Correspondence. Videos will not be played during the meeting. o In-Person Public Comment during the meeting ▪ Submit a speaker card to the City Clerk prior to Public Comment being opened for the item you would like to speak on. Architectural Review Commission Agenda for July 19, 2021 Page 2 CALL TO ORDER: Chair Christie Withers ROLL CALL: Commissioners Michael DeMartini, Mandi Pickens, Brian Pineda, Allen Root, Micah Smith, Vice Chair Ashley Mayou, and Chair Christie Withers PUBLIC COMMENT PERIOD: The general public is encouraged to submit comments on any subject within the jurisdiction of the Architectural Review Commission that does not appear on this agenda. Although the Commission will not take action on items presented during the Public Comment Period, the Chair may direct staff to place an item on a future agenda for discussion. CONSIDERATION OF MINUTES 1. Minutes of the Architectural Review Commission meeting of June 21, 2021. PUBLIC HEARINGS NOTE: The action of the Architectural Review Commission is a recommendation to the Community Development Director, another advisory body or to City Council and, therefore, is not final and cannot be appealed. 2. Development review of a mixed-use project consisting of 94 residential units and 924 square feet of commercial space, with a 24% density bonus. The project includes a request for an affordable housing concession regarding the Edge Conditions standards for open space orientation and window placement for properties that are along transition zones. An Addendum to the previously adopted Mitigated Negative Declaration has been prepared (ER#0286-2014). Project address: 279 Bridge Street; Case#: ARCH-0587-2020, USE-0412-2021, & AFFH- 0413-2021; Zone: M-zone; Housing Authority of San Luis Obispo, owner/applicant. (Kyle Bell) Recommendation: Review the proposed project in terms of its consistency with the Community Design Guidelines (CDG) and applicable City Standards and provide comments and recommendations to the Planning Commission.
