Since Nov 2016, 1 have been one of the home owners of the single family homes facing the south side of the proposed
project. I have been aware of the various plans for developing the site and have followed the review outcomes and
changes requested by the ARC in the last four years. This is the first time I am submitting comments and objections to
the proposed design due to its major departure from the prior designs and its significant impact on the existing
neighboring community. .
Specifically I object to the following:
1) Concession request for 2nd and 3rd floor balconies
2) Concession request for window orientation
CDG Section 5.4 (Multi -family and Clustered House Design), states that the new development should respect the privacy
of adjacent residential uses through appropriate building orientation and structure height, so that windows do not
overlook and impair the privacy of the indoor or outdoor living space of adjacent units.
3) Request for a 24% Density Bonus.
A 94 units residential development is a significant increase from the last approved plan of 18 units. Even though the
proposed plan only allocates one car parking space per unit, that's not the reality. Has the city and/or the applicant
conducted a traffic impact study specifically on Bridge street (a dead-end street) and where it turns onto South Street
and South Highera Street? What will be the impact when emergency evacuation arises?
4) Light/glare from automobile headlights
There is only one road access from Bridge street leading to all the under building parking spaces. The road is
perpendicular to the adjacent 9 units in Terraza development. The headlights will shine into our lower floor bedroom
windows and sliding doors of the upstairs living room and dining room.
5) The phase approach anticipates the construction over a five to seven year schedule.
This is a long time to ask anyone to live with the noise, dust and inconveniences from the construction site.
6) Large building structure
Section 5.4.C.2 The COG states that large projects should be broken up into groups of structures. and large single
structures should be avoided.
The last design approved by ARC on Sept 25, 2019 included the revised plan to break the initial large building B from two
structures to three structures (Meeting minutes shown on packet page 82) in order to address the scale concerns raised
by ARC. However this latest proposed design has returned to two large scale building structures.
Finally,in the packet I did not see any indication regarding the climate control system, including heating and cooling. Is a
central cooling system mandatory in a multi -family and clustered housing project, especially in light of more frequent
hot days SLO is experiencing? Please clarify.
I sincerely ask the ARC members to consider my concerns as a new transplant to SLO because of its high quality of life.
