2020 Census Outreach
Why is the 2020 Census Important to the
County of San Luis Obispo?
• Nationwide Impact
• Determines the number of seats in the House of Representatives
• Determines allocation of approximately $675 billion in federal
funding to state and local government
• Provides information for forecasting future transportation needs
• Determines areas eligible for housing assistance and rehabilitation
loans
• County Impact
• FY 17-18 - approximately $74.6 million in federal funding
• Regional population totals used to redraw legislative and school
districts
• Accurate population count assists in appropriating fundingfor local
programs, health services, emergency response services, etc.

Challenges for the 2020 Census
• Lower federal funding for U.S. Census Bureau efforts
• Online Responses
• First year census responses are being accepted online
• 80% of households will not receive paper forms
• Proposed Citizenship Question
• NOT included on questionnaire
• Individual census responses are confidential by federal law (including
from other governmental agencies) for 72 years (Title 44, US Code)
• Hard -To -Count Areas in SLO County

State Funding
• CA has appropriated $187.2 million to fund 2020 Census
activities
• $27 million for counties
• $100,000 for County of San Luis Obispo
• Funding intended to support outreach efforts to secure a
complete, fair and accurate count
• Focus on areas and populations less likely to respond - known as "hard -
to -count" (HTQ areas/populations
• State also appropriated funds for Community Based
Organizations and other entities

Requirements for Funding
• Outreach Agreement Requirements:
• Prepare Regular Reports, including an Implementation Plan
• Plan must include setting up a Questionnaire Assistance Center with
bilingual staff
• Outreach must target Hard -to -Count populations
• Payments are made as various deliverables are submitted
