Cultural Heritage Committee
Monday, July 26, 2021
The Cultural Heritage Committee (CHC) will resume in-person meetings on July 26, 2021 in the
Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo. We will no longer be
using Zoom.
1. To provide Public Comment - The CHC will be accepting Public Comment in the
following ways:
o Mail or Email Public Comments received by 3:00 PM on the day of meeting
▪ Submit via email to advisorybodies@slocity.org
▪ U.S. Mail to City Clerk's Office at 990 Palm Street, San Luis Obispo, CA
93401
▪ All emails and letters will be archived/distributed to commissioners,
however, submissions after 3:00 p.m. on the day of the meeting may not be
archived/distributed until the following day. Emails and letters will not be
read aloud during the meeting.
o Verbal Public Comment Received by 3:00 PM on the day of the meeting
▪ Call (805) 781-7164 to leave a voicemail; State and spell your name,
reference the agenda item number you are calling about, and leave your
comment. Voicemails are limited to 3 minutes. All voicemails will be
forwarded to the commissioners and saved as Agenda Correspondence.
Voicemails will not be played during the meeting.
▪ Submit a video; Limited to 3 minutes, email your mp4 video to
advisorybodies@slocity.org or drop off a USB containing the video to the
City Clerk’s Office at 990 Palm Street, San Luis Obispo, CA 93401. Videos
will be forwarded to the commissioners and saved as Agenda
Correspondence. Videos will not be played during the meeting.
o In-Person Public Comment during the meeting
▪ Submit a speaker card to the City Clerk prior to Public Comment being
opened for the item you would like to speak on.

CALL TO ORDER: Chair Shannon Larrabee
ROLL CALL: Committee Members John Ashbaugh, Charles Crotser, Karen Edwards,
Vice Chair Eva Ulz, and Chair Shannon Larrabee (two vacant seats)
PUBLIC COMMENT: At this time, people may address the Committee on items not on the
agenda. Items raised are generally referred to staff and, if action by the Committee is necessary,
may be scheduled for a future meeting.
CONSIDERATION OF MINUTES
1. Approve the minutes of the June 28, 2021 Cultural Heritage Committee Meeting
PUBLIC HEARING ITEMS
NOTE: The action of the CHC is a recommendation to the Community Development Director,
another advisory body or to City Council and, therefore, is not final and cannot be appealed.
2. Review of a request to designate four properties as Master List Resources and to include the
properties in the City’s Inventory of Historic Resources (categorically exempt from CEQA
environmental review). (Walter Oetzell)
• “The Pimentel-Orth House”; Project Address: 198 Paso Robles; Zone: R-1;
Case #: HIST-0083-2021; Pamela Orth, applicant.
• “The Kenneth and Martha Schwartz House”; Project Address: 201 Buena Vista;
Zone: R-1; Case #: HIST-0084-2021; Lorraine Schwartz, applicant.
• “The Page-Selkirk House”; Project Address: 2424 Sunset; Zone: R-1;
Case #: HIST-0085-2021; Shirley Selkirk, applicant.
• “The Peter and Carol Andre House”; Project Address: 1801 Woodland Dr.; Zone:
R-1; Case #: HIST-0475-2021 - This property has been withdrawn from consideration
on this agenda, to allow time for compilation of associated application materials.
Recommendation: Provide a recommendation to the City Council regarding the eligibility of
the properties for designation as Master List Historic Resources and for inclusion in the City’s
Inventory of Historic Resources.

The next Regular Cultural Heritage Committee Meeting will be on Monday, August 25, 2021 at
5:30 p.m., in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo, CA 93401.
The City of San Luis Obispo wishes to make all of its public meetings accessible to the public.
