HomeMy WebLinkAboutSLO Rep. - DEI AgreementAGREEMENT FOR FY20-21 DIVERSITY, EQUITY & INCLUSION FUNDING THIS AGREEMENT dated ___________________________ for the convenience of the parties hereto, is between the City of San Luis Obispo, a chartered municipal corporation referred to herein as CITY) and San Luis Obispo Repertory Theatre (referred to herein as CONTRACTOR). WITNESSETH: WHEREAS, CONTRACTOR has requested CITY to contribute funding to support the advancement of Diversity, Equity, and Inclusion within the City of San Luis Obispo to allow CONTRACTOR to provide the services described in the FY20-21 DE&I Funding Application Services”) submitted to the CITY on or before October 22nd, 2020 at 5:00pm (“Application”) and attached hereto as Exhibit A; and WHEREAS, said Services will be available to residents of the City, thereby serving both a public and municipal purpose. NOW, THEREFORE, CITY and CONTRACTOR for and in consideration of the mutual benefits, promises and agreements set forth herein, do agree as follows: 1.CONTRACTOR will make its Services, as described in its Application and in any applicable Amendment(s), incorporated by reference as Exhibit A, available to CITY residents on a regular basis for the period of January 1, 2021 through December 31, 2021. 2.CONTRACTOR will provide CITY with a 90-day progress report, due April 1, 2021; a mid-year impact report, due July 1, 2021; and final program report, due January 31, 2022 summarizing administrative, financial, and client service activities. Said reports shall be in the form of "Exhibit B", attached hereto. 3.CONTRACTOR and all of its agents, representatives, or participants in any manner in the performance of its obligations and duties hereunder, shall be employees, independent contractors, or volunteers for CONTRACTOR. They shall not for any purpose be considered employees or agents of the CITY. 4.CONTRACTOR agrees to hold CITY harmless, and to defend CITY against, from, and in any claim, action, proceeding, or hearing wherein there is an allegation charging liability on the part of the CITY as a result of any act or omission, negligent or otherwise, by CONTRACTOR. 5.CITY agrees to pay CONTRACTOR a one-time only grant, in the sum of 16,300 to be used to provide the Services as described in the Application and any applicable Amendment(s). The grant will be paid in one installment when a signed contract is received. 6.The City Manager may terminate this agreement at his sole discretion, after a public hearing and upon ten (10) days written notice to CONTRACTOR. Said termination shall be effective thirty (30) days after CITY mails notice of 1 termination of agreement to CONTRACTOR. Any funds not paid pursuant to paragraph 5 above shall revert to CITY upon said termination. 7. CONTRACTOR hereby certifies and agrees that it will comply with the City’s commitment to create an environment within the City in which all persons can enjoy equal rights and opportunities regardless of race, religion, sex, national origin, sexual orientation, age, physical, mental, or economic status. 8. San Luis Obispo Repertory Theatre (SLO REP) is one of the oldest continuously running nonprofit theatre companies in the country and has been presenting live theatre in San Luis Obispo County for over 74 years. To date, over 1,000 productions have been staged in 25+ locations around the county. Since 1993, our home has been the former library at 888 Morro Street in downtown San Luis Obispo. At SLO REP, we believe live theatre’s powerful storytelling connects people in ways that open the mind, nourish the soul and illuminate our shared humanity. Our vision is to become a nationally-recognized regional theatre that encourages new and diverse voices, enhances the cultural vitality of the Central Coast and creates a strong and sustainable economic impact; attracting residents and visitors to downtown San Luis Obispo and becoming a vital cultural component to the region. In addition to stage productions, SLO REP also manages the Academy of Creative Theatre (ACT), an educational program established in 1997 which includes a year-round schedule of stage productions, camps and classes for children aged 5-18. ACT’s programs, offered in a group setting at the SLO REP playhouse, serve 250-300 students every year and are open to children from throughout the county. Governed by a volunteer board of directors and managed by a full and part- time staff of 16 theatre professionals (when operating at full capacity), SLO REP has presented an annual season of 16-20 shows, 200+ performances on 42 weeks per year for the past 12 years. Since shutting down in March, 2020, due to the coronavirus outbreak, SLO REP has taken significant financial, emotional and artistic hits, but we are certainly not alone in that situation. Arts organizations and performance venues around the world have been devastated by the effects of the Covid-19 pandemic emergency. SLO REP is in a more fortunate position than many other local arts organizations, and has been able to retain our core staff thanks to the generous support of our community and a healthy reserve fund. We are also approved by the County to hold limited capacity classes for children through our ACT program and we have taken this opportunity to expand the number of classes offered while the building is not being used for rehearsals and performances on our mainstage. We remain hopeful for the future thanks to the support of our audience and donors, as well as to our dedicated board of directors, whose foresight, financial prudence and conservative budgeting prior to the shutdown will help us to weather this storm. 5 Describe your proposed project or program. Please be specific in the population and geographic area. As a volunteer community theatre from 1947-2017, virtually all of our actors and artistic teams were residents of San Luis Obispo County. After changing our organizational structure and becoming a fully professional theatre company in 2017, that paradigm shifted somewhat as our company sought more diversity and professionalism in our casting. Since 2017, about 10-15% of our artists have come from outside of the area, leaving 85-90% of our professional artists to be contracted from within San Luis Obispo County. Our audience consists primarily of SLO County residents with about 25-30% from the City of San Luis Obispo and 60-65% from other areas of the County. About 10% of our audience are visitors from outside of the County and 2% are from outside of California. Our artists and audiences include people all ages, but our core fans, our season subscribers, are predominantly made up of adults over the age of 55. Our ACT family shows bring local families (ages 5-50) to the theatre and our “gala musicals” are very popular with young professionals. Our educational program serves children ages 5-18. In past surveys, we have not included any questions about race, but observational data confirms that our audiences are in line with SLO County’s demographics, which means they are mostly white. The majority of students in our ACT educational program are white as well, but recent efforts to promote tuition scholarships available up to 100% have had some success in attracting LatinX children and families. In addition, complimentary and discounted tickets offered through our partners at CAPSLO, People’s Self-Help Housing, Big Brothers, Big Sisters and the Child Development Resource Center have brought in new and more diverse audiences. Part 2. Project Information Specify what the requested funds will be used for, the need for this project, the number of people impacted. Include a project plan, if available. The shocking murder of George Floyd, and the many other tragic events that have taken place this year leading to the long-overdue “Black Lives Matter” movement worldwide, has forced our board and staff to take a long, honest look at our organization and ourselves. As individual human beings and as the creators of the overall culture for the artists, patrons, staff, and volunteers at SLO REP, we realized that there was more that our organization could be doing to help eradicate racism and oppression in our organization and in our community. Recognizing that actions speak louder than words, we have been meeting regularly since June as a group, while also individually listening, learning, reading and attending virtual workshops and seminars led by artists of color. Our process of discovery began with the recognition of our failures, then focused in on SLO REP’s belief statement, revised just two years ago: Live theatre’s powerful storytelling connects people in ways that open the mind, nourish the soul and illuminate our shared humanity.” By examining our belief statement, in light of the Black Lives Matter movement, we realized that in spite of our growth and our outward successes, we as a Board, and a staff, and as an organization have come up inexcusably short. It is impossible to truly “open the mind, nourish the soul, and illuminate our shared humanity” when your understanding of those phrases due to widespread economic equality, due to pervasive systemic racism is unbelievably narrow. Over the last five months, our board and staff have met regularly to discuss our individual and organizational progress, and missteps, in order to identify tangible, actionable steps forward. We started with a list of questions and finally, in September, we put together the first steps of a specific action plan, one that we believe will lead to more diversity, equity and inclusion within our organization. QUESTION: How can SLO REP use the power of live theatre and its platformin6 QUESTION: How can SLO REP use the power of live theatre and its platform in the community to fully realize our belief statement in the context of the Black Lives Matters movement? Initiative #1: Weekly BIPOC artist spotlight October 1, 2020-December 31, 2021 (ongoing) We will produce a weekly segment on The Intermission Show highlighting a BIPOC artist or a play written by a BIPOC playwright* We will create and promote a dedicated website page highlighting BIPOC voices in theatre. This page will include links to purchase/read about all the plays covered on The Intermission Show. These weekly segments and updates on our website began on October 2 and will continue throughout 2021. IMPACT: Segments will be seen by weekly viewers of The Intermission Show (500- 2,000 viewers every week on Facebook and YouTube); and the website link will be provided in SLO REP’s weekly e-newsletter (6,600+) The show will continue at least as long as our theatre is “dark.” The website page may continue indefinitely. QUESTION: How can our year-round educational program reach, support, nurture, and empower a new generation of BIPOC theatre artists and patrons? Initiative #2: ACT Student Diversity Outreach October 1, 2020-December 31, 2021 SLO REP will translate all ACT outreach/marketing materials into Spanish. This will be ongoing. Scholarship requirements/materials will be amended to make tuition scholarships more accessible and comprehensive for potential BIPOC students and families. Additional marketing funds will be allocated to ACT, in order to specifically reach out to potential BIPOC students. IMPACT: In non-Covid times, ACT programs serve 250-300 students every year. While we remain under Covid restrictions, we have decreased the number of students per class (for safety reasons) but increased the total number of classes. We anticipate that we will serve approximately 200 students between January 1, 2021 and December 31, 2021 and our goal is to increase our enrollment of BIPOC students by 6-10%. QUESTION: How can we meaningfully diversify our casts, artistic teams, staff, and leadership and how can our season selection help fulfill this goal? Initiative #3: Mainstage Cast Outreach/Diversification January 1-July 30, 2021 As we plan for the possibility of outdoor performances and for reopening to the public in the summer or fall of 2021 for our 75th Season, SLO REP commits to: Organize in-person auditions in areas with a greater population of BIPOC artists Contract BIPOC performers for at least 25% of available mainstage contracts. Initiative #4: Director/Artistic Team Diversification January 1-July 30, 2021 As we plan our 2021-2022 Season, SLO REP commits to: Produce at least one play written by a BIPOC playwright in our 5 play mainstage season. Contract BIPOC directors/core artistic team members for at least 20% of available mainstage contracts. These numbers will be assessed and likely revised every year. Initiative #5: Database Diversification January 1-July 30, 2021 While SLO REP is COVID closed, we commit to: Diversifying our database of BIPOC artists by organizing a call for virtual submissions aimed at building relationships that can lead to future in person7 Describe the community the project will support. Initiative #6: Staff DEI Training January 1-December 31, 2021 In addition to ongoing monthly meetings to share and discuss diversity, equity and inclusion efforts, research and discoveries, SLO REP commits to: Fund DEI seminars and training for all staff members (working more than 25 hours per week) and all ACT instructors IMPACT OF INITIATIVES 3-6: Diversifying our casts, artistic teams, play selection and leadership will impact not only those professional artists hired and the staff trained in our staff training sessions (50+), but will affect our entire community of arts patrons. Having the opportunity to experience and enjoy a more diverse, equitable and inclusive season of shows performed on our stage will challenge, educate and inspire our entire audience. More than 18,000 people come through our doors to enjoy live theatre every year. Accounting for repeat-attenders, that is a total of nearly 4,000 community members and tourists who will experience and be impacted by our shows. Specify the population, location of services provided, and any other identifiers your proposed project will support. This project will, first of all, will impact the BIPOC actors, directors, designers, educators and playwrights hired to bring their art to SLO REP. Because San Luis Obispo is a primarily white community, initially we will need to hire many of our BIPOC artists from outside our county. Auditions will be held in larger markets, such as Los Angeles and in the Bay Area. Inquiries will be sent to theatres in larger markets to find qualified BIPOC directors and designers to fill out our artistic teams. But as SLO REP grows, and continues to hire artists of color for our performances, our hope is that these artists, assured of work on our stage as well as at PCPA – Pacific Conservatory Theatre or the Great American Melodrama, may indeed relocate to our region. In addition, the more diverse and inclusive our plays and our actors become, the more our shows will be attended by people of color within our community. Another important aspect of our project is that our traditionally white audience will experience an entirely new selection of shows, written and performed by professional BIPOC artists. All performances will take place at SLO REP, located in downtown San Luis Obispo in the old City Library at 888 Morro Street. Over our 74 years as a community and now a professional theatre company, we have often found it difficult to diversify our casting or to effectively represent BIPOC voices and their important stories on our stage. San Luis Obispo is a predominantly white community (85%) and that means that our actors and our artistic teams have also been mostly white, particularly when we were a community theatre casting only local actors. Presenting a play written by a BIPOC playwright is virtually impossible without BIPOC actors to inhabit the roles and BIPOC directors to lead and inspire the action. As theatre artists, we are keenly aware of the stories we have been missing. It is also incredibly important for our community to hear those voices and consider those perspectives that have been lacking. This grant will help SLO REP begin to fill that gap and bring these voices, stories and perspectives to our community in an immediate, direct and meaningful way. Live theatre brings together audience and actors in a shared space to experience a unique interaction. That interaction can be entertaining, affecting, inspiring, soul-stirring and transformative. Live theatre is a powerful communication tool. Our efforts in pursuit of diversity, equity and inclusion at SLO REP will continue throughout 2022 and beyond. It is a lifelong process. Before this grant was offered, we here at SLO REP knew that the only way to approach the issue of systemic racism in theatre was to “put our money where our mouth is”. Therefore, we have included a line-item for DEI, covering each and every aspect of our mission, in our annual budget. Almost everything comes down to money. If you desire change and want to make a difference, you have to make it a priority. Creating a diverse, equitable and inclusive environment for our community of actors, artistic teams, board, staff, students and audiences is a priority for us at SLO REP and we will continue to include our “DEI line-item” in our annual organizational budget every year. SLO REP is in a unique position, in that we are raising the funds to build and move into a brand new theatre dedicated to illuminating our shared humanity”. It is our #1 priority to do everything we can to ensure that the new theatre is built with a strong, diverse, anti-racist foundation, and that we act now, in our current space, to leave no question that we can move forward with integrity and true solidarity. We are grateful to have this opportunity to explore our organization and do better. Part 3. Awareness and Visibility SLO REP will initially highlight the grant award in a press release distributed to all local and regional media, as well as in a post on SLO REP’s blog and social media platforms. While we are under COVID restrictions, SLO REP will be presenting regular updates on our DEI efforts on The Intermission Show. As part of those updates and in social media posts, SLO REP staff will feature the City’s support as well as highlight the goals of the DEI Task Force. When casting our shows both within and outside the area, all actor and artistic team contracts will include an acknowledgement of the goals of the DEI Task Force and the City’s contributions to our efforts in this regard. As far as getting audiences to our shows, SLO REP has an extensive media outreach plan for all productions, including posters, flyers, emails, social media, PR to local media for reviews and stories and finally, there will be targeted promotions and partnerships with specific groups related to the topic or the theme of the play. For example, when producing The Laramie Project, which tells the story of the murder of Matthew Shepard in rural Wyoming, SLO REP partnered with The GALA Pride and Diversity Center. The award is to be applied as follows: Initiative #1 – City funds to be $1,150 Initiative #2 – City funds to be $4,000 Initiative #3 – City funds to be $6,000 Initiative #4 – City funds to be $1,000 Initiative #5 – City funds to be $1,500 Initiative #6 – City funds to be $2,650 16 Exhibit B FY 2020-2021 Diversity, Equity and Inclusion Funding Summary Request REPORTING GUIDELINES Organizations receiving funds through the FY 2020-2021 Diversity, Equity and Inclusion Funding are required to submit 90-day, mid-year and a year-end grant report to the City of San Luis Obispo. For 2020 – 2021 grant recipients: 1) 90-day progress report must be received by April 1, 2021, 2) Mid-year impact report must be received by July 1, 2021, 3) Final program report must be received by January 31, 2022 summarizing administrative, financial, and client service activities. The reports must consist of the following: 1. Administrator’s Report: A brief synopsis of the activities of the reporting period. This should include a statement describing activities, service or programs provided, and any changes that have occurred during the reporting period. 2. Statistical Report: Should include the number of participants in the organization’s ongoing activities and/or events. Survey should also include, to the best of your ability, the demographic make-up of participants, i.e., residents, non-residents, and age groups (youth, teens, adults or senior citizens), and the source of the data. 3. Financial Report: A financial statement that details how the City’s grant monies has been expended. For advertising expenditures please include a media plan. 4. City Recognition: If applicable, please provide proof of your organization’s acknowledgment of the City’s support in your promotional materials by means of the City emblem.
