SUMMARY
On February 11, 2013, the ARC approved plans to remodel the existing northern dealership
building for Mercedes-Benz. Condition No. 5 of Resolution ARC-1001-13 required that a
comprehensive sign program for the project return to the ARC for review and approval. In
response to this condition, the applicant is requesting ARC approval of a sign program to install
ten new and modified monument and wall signs for the two car dealerships (see sign plans —
Attachment 3). Several exceptions would need to be approved by the ARC to allow the current
proposed array of signs; these include:
* the overall area of total signs (332.43 square feet proposed, 200 square feet allowed);
* and the total numberof signs (10 proposed, 2 allowed).

Staff is supportive of most of the requested signage associated with the new building remodel.
However, the report raises concerns with the design of the modified monument signs along the
street frontage, additional wall signs and a proposed roof sign on the southern dealership
building.
1.0 COMMISSION'S PURVIEW
Modifications to sign programs approved by the ARC, and signs requiring exceptions to the sign
regulations, are subject to architectural review. The proposed project includes modifications and
new signage at an existing site in the Service Commercial (C-S) zone. The ARC's role is to
review the project in terms of its consistency with the Sign Regulations and the Community
Design Guidelines.
2.0 PROJECT INFORMATION
2.1 Site Information/Setting
The 4.78-acre site, located along Calle Joaquin, is fairly flat and abuts Prefumo Creek on its
west side. It is developed with four main buildings with a total of 37,413 square feet,
including the two showroom buildings that parallel Calle Joaquin which are visible from
Highway 101. Most of the site is paved and is dedicated to driveways, customer parking and
vehicle storage.
The surrounding C-S zoned land uses include the undeveloped lots set aside for auto
dealerships to the north, Motel 6 and America's Tire to the south, and other auto dealerships
and commercial uses to the west.
2.2 Project Description
The applicant is requesting to replace or modify all six of its existing signs and add four
additional signs for the Mercedes-Benz and Chevrolet Dealerships.
Existing Signage
Presently, there are six signs at the site, including: a 15-foot tall, 64-square foot pylon sign
reading "Chevrolet" in blue letters on a white background, with the Chevrolet logo above and
the dealer's name below in white letters on a black background; a 15-foot tall, 38-square foot
stucco monument sign consisting of a Mercedes logo on a white background and a temporary
banner with the copy "Alfano Motocars, Inc." in blue letters; a 60-square foot roof sign
consisting of 2-foot high letters on the north building; a 10-square foot wall sign reading
"Parts" with the Mercedes logo; and 10-foot square foot wall sign reading "Service" with the
Mercedes logo; a 5-square foot, 4 foot tall pylon sign indicating the entry to the parts &
service area in blue letters on a white background. The two dealerships total existing signage
equals approximately 187 square feet throughout the site (see Table 1 below).

Proposed Signage
The applicant would like to modify and replace the existing six signs with ten signs at Alfano
Motorcars Mercedes-Benz and Chevrolet dealerships. Mercedes-Benz will occupy the north
building on the site and Chevrolet will occupy the south building after the remodel is
complete. The proposed project specifically involves the following components:
Sign A: new wall sign located on the storefront side of the north building. The signage area
would be approximately 30 square feet, consisting of single sided LED illuminated channel
letters on raceway mounted between support poles. The copy would read "Mercedes-Benz"
in blue lettering and a metallic, silver background.
Sign B: new wall sign located on the storefront side of the north building. The signage area
would be approximately 29.5 square feet, consisting of single sided LED illuminated channel
letters on raceway mounted between support poles. The copy would read "Alfano
Motorcars" in blue lettering and a metallic, silver background.
Sign C: new wall sign located on the north side of the north building. The signage area
would be approximately 33 square feet, consisting of single sided illuminated Directional
Canopy Sign. The copy would read "Mercedes-Benz" in blue lettering and a metallic, silver
background.
Sign D: new directional hanging sign suspended from the canopy of the north building. The
signage area would be approximately 25 square feet, consisting of single sided illuminated
lettering on the canopy. The copy would read "Service Reception" in white lettering and a
blue background and light blue and white borders.
Sign E: new wall sign located on the north side of the north building. The signage area
would be approximately 10.5 square feet, consisting of single sided illuminated sign. The
sign would be composed of the Mercedes-Benz logo in white and below the logo the copy
would read "Commercial Vans" in white lettering and blue background and light blue and
white borders.
Sign I+: new directional monument sign located in the grass landscaped area at the south
driveway. The sign would be 4 feet in height and 3 feet 3 inches in width with an actual

signage area of approximately .5 square feet consisting of double sided illuminated
directional copy and arrows.
Sign G: would replace the existing directional sign located in the grass landscaped area at the
north driveway. The sign would be 4 feet in height and 3 feet 3 inches in width with an actual
signage area of approximately 1.5 square feet consisting of double sided illuminated
directional copy and arrows,
Sign H: would modify the existing Chevrolet/Kimball monument sign by repainting the solid
stucco base to match the building and replacing the existing sign with a double sided
illuminated Mercedes Benz logo. The actual signage area would be approximately 67 square
feet (as opposed to the existing 64-square feet); the height of 15-feet and 8-foot width would
remain the same.
Sign J: new roof/wall sign located on the store front side of the south building. The signage
area would be approximately 61 square feet, consisting of LED illuminated channel letters on
raceway. The copy would read 66Alfano Motorcars Inc." in white acrylic with vinyl overlay
and illuminated with blue LEDs.
Sign K: would replace the existing Kimball Motor Company monument sign. A new solid
stucco base would be created next to the current location to match the building and the base
of Sign H. The current Chevrolet sign, situated in the location of Sign H, will be installed on
the new base. The actual signage area would be approximately 75 square feet with a total
height of 15-feet and 8.66-foot width.
All ten signs have been summarized in Table 2 below. The new total amount of signage
would be approximately 332.5 square feet. This is an increase of 145.75 square feet.

3.0 PROJECT ANALYSIS
3.1 Sign Regulations
In the C-S zone, a maximum of two signs and a total of 200 square feet are allowed. One
freestanding sign is allowed per premises - either a pole sign with a maximum height of 16
feet and a maximum area of 72 square feet, or a monument sign with a maximum height of 6
feet and a maximum area of 24 square feet. Wall, window, and awning signs may not exceed
15 percent of the tenant's building face or 100 square feet, whichever is less.
Monument/Pylon Signs
The automobile dealership has two existing freestanding signs which were approved by the
ARC in 1996 (ARC 15-96). An exception was approved to allow more than one freestanding
sign for the site based on findings citing the size of the dealership, the multiple lines of cars
sold from the site, and the fact that total signage was under 200 square feet.
In August 2005, the ARC reviewed the sign program again and approved two monument
signs that exceeded the 6-foot height limit and 24 square -foot maximum area allowed (ARC-
S 118-03). The applicant proposes to maintain the existing Chevrolet monument sign, but in
a new location and install a Mercedes sign that is closer in size to the existing Chevrolet sign.
The proposed Mercedes sign would have an area of 67 square feet as opposed to the existing
38 square foot sign. The applicant has informed staff that the existing Mercedes sign and
base will be removed and a new base will be constructed for the Chevrolet sign.
Staff s Analysis:
At the time that the two monument signs were approved in 2005, two pylon signs existed in
the street yard of different heights and proportions. The applicant's proposal was to create a
more uniform signage appearance along the street frontage by using monument bases of the
same height and scale. The specific proposal was to reuse the existing Chevrolet sign face
and install it on a new base, and install a similar size face on a second monument base with
the dealer's name and the logo of a previous line of cars sold from the site.
While the goal of a more uniform streetscape appearance was supported by staff, the
proposed design and scale of the signs was not. Staff identified that trying to retrofit the
existing Chevrolet sign into a monument sign as a key part of the massing concern. To
address the visually massive appearance of both signs, staff recommended lowering their
total height and utilizing a thinner, more streamlined design.
The proposed face swap for the two monument signs provides a uniform treatment, but still
maintains the awkward proportions and massing concerns noted in reports nine years ago.
With the necessary removal of one of the bases in order to meet dealership requirements and
with the on -going investment in the dealership to create a new modern showroom building,
new coordinated and more streamlined freestanding signage would be in order.

Commission Discussion Item:
The Commission should determine whether the applicant's proposal is acceptable. If the
proposed design is supported, background lighting for the white sign face needs to be
restricted. The current Chevrolet sign is fully illuminated from inside the cabinet and is very
bright. The sign should be required to only highlight the words "Chevrolet" and "Alfano",
rather than the entire sign face.
Wall Signs
The applicant is proposing approximately 103 square feet in signage (a total of 4 signs) for
the north building being remodeled for the Mercedes dealership. The sign regulations state
that a maximum of 100 square feet or 15% of the building face, whichever is less, is allowed
for wall signage. Condition 5 of ARC 1001-13 provided the following guidance regarding
wall signs:
"Project signs shall be designed to be compatible with the architecture ofproposed buildings
and to complement the site's setting. New wall signs for the northern dealership building
shall utilize more innovative and attractive solutions such as raised, backlit metal letters,
halo lighting, or external lighting rather than typical strip mall -type plex letters with internal
illumination. "
Staff s Analysis:
The three proposed wall signs on the east side of the north building are generally consistent
with plans previously submitted to the ARC for the dealership remodel in terms of location,
size and overall design. Two of the signs will he composed of individual blue channel letters
mounted on an aluminum raceway suspended over the upper portion of the building's
storefronts with the copy "Mercedes-Benz" and "Alfano Motorcars". These signs will be
internally illuminated with LED lighting that shows through the channel letters. The third
sign is a suspended sign with the copy "Service" for the canopy staging area. This sign has a
similar coordinated design. These signs are consistent with Condition 5 in that they are
compatible with the architecture of proposed building.
However, two additional signs on the north side of the building have been added to the sign
program. Given that the sign program is already above the 200 square -foot threshold and
the building has adequate identification with the other signs proposed, the added signs on the
north side are redundant and situated to appeal to highway traffic instead of being placed
where there is an entrance into the building.
Commission Discussion Item:
The Commission should determine whether the applicant's proposal for two additional signs
on the north side of the north building is appropriate. If the proposed signage is supported,
the Commission should define the findings that support their decision.

Roof Sign
The City's Sign Regulations define a roof sign as any sign on or over any portion of a roof,
eave, or parapet of a building or structure. According to regulations, the ARC must approve
roof signs. Historically, roof signs have not been encouraged in the City. With the on -going
building remodel of the north building, a roof sign with the prior dealership name "Kimball
Motors" was removed. This sign was approved in 1976. Previous staff reports for the site
acknowledged that this sign existed, but always recommended against the addition of any
roof signs on the south building.
Attachment 4 includes a letter from City staff, from 2003, discouraging the applicant from
seeking approval of additional roof signage. This confirms that the previous owners had
been informed of the City's position regarding roof signs on the south building. Section 6.6
of the Community Design Guidelines includes direction for signage to be coordinated and
consistent within a project. Therefore, alternative solutions for signage on the south building
should be pursued to allow for business identification, but also be coordinated with other
signage such as utilizing the storefront for an innovative modern sign, like what is proposed
for the north (Mercedes-Benz) building.
Total number of Signs on the Site
In the C-S zone, a business is allowed a total of two signs. Previous ARC approval (ARC-S
118-03) allowed a total of six signs due to the large size of the project site and determined the
number of different functions occurring at the site warranted signage in excess of maximum
area standards. Since the location of services on the site will change with the renovations of
the Mercedes showroom, the applicant is requesting two additional directional signs (Sign D
& F) to guide customers and deliveries on the site.
Staff is supportive of the additional directional signs, but recommends that they have a
maximum height of three feet to more closely meet the specifications of traffic safety signs
as described in the Sign Regulations.
Maximum Square Footage
The subject property is located in the C-S (Service -Commercial) zoning district. The
maximum amount of total sign area allowed for a business in the C-S zone is 200 square feet.
The total square footage of the revised signage program is 332.43 square feet. With
modifications to the monument/pylon signs, the removal of the roof sign, and the removal of
two of the wall signs the total square footage of signs would be reduced significantly, but still
exceed 200 square feet. Staff finds that the additional signage area proposed is appropriate
for the size of the site, for the various lines of autos that are sold there, and the services
provided. Perry Ford, located on Los Osos Valley Road, also maintains several car lines and
services and has a total of 319.8 square feet of signage. The total square footage of signage
at Perry Ford is of a scale similar to Alfano Motocars, Inc.
3.2. Consistency with the Community Design Guidelines
Section 6.6, Signs, of the Community Design Guidelines provides general guidance of the

design of signage for project within the City. The guidelines promote signs that "effectively
identify individual business establishments and support public safety and convenience by
providing good directions." In accordance with the sign regulations, the guidelines also
mention that exceptions should only be approved for "exceptional circumstances" such as
impaired or difficult visibility, or unique or innovative sign design. With staff's suggested
modifications, the applicant's proposal follows the guidelines mentioned.
5.0 ALTERNATIVES
5.1 Continue the project with direction to the applicant and staff on pertinent issues.
5.2 Deny the project based on findings of inconsistency with the Sign Regulations and
Community Design Guidelines.

A RESOLUTION OF THE SAN LUIS OBISPO ARCHITECTURAL REVIEW
COMMISSION APPROVING MODIFICATIONS TO THE SIGN PROGRAM,
INCLUDING EXCEPTIONS TO STANDARDS CONTAINED IN THE SIGN PROGRAM
FOR ALFANO MOTORCARS INC., LOCATED AT 1423 CALLE JOAQUIN
(C-S ZONE; ARC 153-12)
WHEREAS, the Architectural Review Commission of the City of San Luis Obispo
conducted a public hearing in the Council Chamber of City Hall, 990 Palm Street, San Luis Obispo,
California, on November 4, 2013, pursuant to a proceeding instituted under ARC 153-12, Charles
Alfano, applicant; and
WHEREAS, the Architectural Review Commission of the City of San Luis Obispo has duly
considered all evidence, including the testimony of the applicant, a revised plan package prepared
by the applicant that included specific responses to directional items pointed out in the staff report,
interested parties, and evaluation and recommendations by staff; and
WHEREAS, notices of said public hearings were made at the time and in the manner
required by law; and
NOW, THEREFORE, BE IT RESOLVED by the Architectural Review Commission of the
City of San Luis Obispo as follows:
SECTION 1. Findings. The Architectural Review Commission hereby grants final
approval to the proposed project (ARC 153-12) with the revised plan package prepared by the
applicant and presented at the meeting that included specific responses to directional items pointed
out in the staff report, based on the following findings:
There are exceptional or unusual circumstances applying to the property involved which do not
apply generally to properties in the vicinity with the same zoning such as its large size - 4. 7
acres, impeded visibility adjacent to Highway 101, and the variety of automobiles sold from the
site.
2. As conditioned, the location, size, dimensions and design of the proposed signs are consistent
with the purpose and intent of the sign regulations included in SLO Municipal Code Section
15.40.020.
3. Granting the exceptions for modified signage will not be detrimental to the public welfare or
injurious to the properties or improvements within the vicinity.
4. As conditioned, the sign program is reasonably necessary to provide the auto dealership with
adequate identification at the street for the various automobiles sold at the site, and does not,
constitute needless redundancy or proliferation of signs.
5. As conditioned, the proposed sign program is consistent Community Design Guidelines
Sections 6.6(B)(C)(F)(J) which states that the design of the signs should consider and
complement the architecture of the buildings and the type of business activity conducted within.

6. The project is categorically exempt from environmental review under Class 11, Accessory
Structures, of the CEQA Guidelines.
SECTION 2. Action. The Architectural Review Commission hereby grants final approval
to the project (ARC 153-13), with incorporation of the following conditions:
1. The applicant shall remove the roof sign from the sign program and submit plans for a sign
located elsewhere on the south building for approval by the Community Development Director
that compliments the architecture and site and is consistent with the Sign Regulations.
2. The applicant shall remove the two (2) signs located on the north side of the north building.
3. The applicant shall submit plans for new freestanding signage to the approval of the Community
Development Director or be referred to the ARC for consistency with Community Design
Guidelines and Sign Regulations.
4. Freestanding signs shall be designed to restrict full face illumination; all internally illuminated
freestanding signs shall have dark (opaque) backgrounds with light lettering.
5. The applicant shall reduce the height of the directional signs to a maximum of three (3) feet.
6. The applicant shall include a landscape plan with building plan submittal showing landscaping
surrounding the base of the monument signs. Plantings should be carefully chosen so that will
screen the base of the structures without obscuring the actual sign area.
7. The signage shall be developed in substantial compliance with the plans approved by the ARC
except for changes required by conditions. Any changes to proposed colors or materials shall be
subject to the review and approval of the Community Development Director.

SUBJECT: Signage for Kimball Motor Co, (1423 Calle Joaquin)
Dear Mr. Me Gill:
We have discussed possible changes to the existing sign program for the car dealership. One of
the questions that you had was the possibility of an additional roof sign. Stan Luis Obispo
Municipal Code (SLOMC) Section 15,40,120. B.'requires that the Architectural Review
CoMmissi.on (ARC) approve roof signs. Typically roof signs are not a type of signage favored
by the City., which is why there is the requirement for their review and approval by the ARC.
However, there have been limitedoccasions where the ARC has approved a roof sign where
there are visibility issues or where a roof sign replaces a previously existing sign. Any request to
establish a new roof sign would need to include a written statement as to how the sign meet the
Sigh Evaluation Criteria (SLOMC 15A0.130) and are consistent with the purpose described in
SLOMC 15,40.020.

October 21, 2013
ROLL CALL:
Present: Commissioners Ken Curtis, Suzan Ehdaie, Steven Hopkins, Anthony
Palazzo, Greg Wynn, Vice -Chair Michelle McCovey-Good, and
Chairperson Jim Duffy
Absent: Commisioners Hopkins, Palazzo, and Wynn

ACCEPTANCE OF THE AGENDA: The agenda was accepted as presented.
MINUTES: September 16, 2013, as presented were approved.
PUBLIC COMMENTS ON NON -AGENDA ITEMS:
Jennifer Kan Martinez, co-owner of Bello Mundo Cafe, addressed the Commission
regarding the idea of creating a parklet in front of the business at 980 Monterey Street.
She provided a brief informational handout and introduced her business partner
Jonathan. Bryan Ridley, Bracket Architecture Office, stated that the group would return
to the ARC at a future date with detailed plans.
PUBLIC HEARINGS:
862 Aerovista Place. ARC 105-13; Review of two new commercial buldings
totaling 37,000 square feet on an undeveloped property; BP-SP zone; Volny
Investment Company, applicant. (Marcus Carloni)
Marcus Carloni, Assistant Planner, presented the staff report, recommending that the
Commission adopt the Draft Resolution which grants final approval to the project based
on findings and subject to conditions which he outlined.
Commr. Curtis inquired as to whether the proposed amount of landscaping met City
standards and if the diamond -shaped planters worked with the adjacent parking spaces.
Marcus Carloni responded that the amount of landscaping complied with applicable
standards and that the diamond -shaped planters had been successfully used in other
projects. He added that there were no compact spaces proposed. Pam Ricci noted
that the diamond planters are oriented so that they do not interfere with vehicles parking
in the spaces.

In response to a question from Commr. Ehdaie regarding bicycle parking, Marcus
Carloni pointed out the locations for bicycle racks and lockers on the site plan.
Steve Pults, project architect, introduced the project landscape architect, Steve
Caminiti, and the property owner's representative. He clarified that project parking
spaces would be a full 9 feet in width which is larger than the City standard of 8.6 feet.
He mentioned that Building B had benches at the front as well as the larger open space
area at the rear. He added that employees in the front Building (Building A) could also
have access to the facilities around Building B. He provided an overview of the site's
wetland and how it was incorporated into the project design.
Commr. McCovey-Good asked about the height of proposed building parapets. Steve
Pults replied there was 3.5 feet to 4 feet of parapet height.
PUBLIC COMMENTS:
There were no comments made from the public.
COMMISSION COMMENTS:
Commr. McCovey-Good suggested that the roof heights be maintained to allow for
screening of mechanical equipment.
Commr. Curtis was comfortable with the design of the secondary entrance fagade
projections as proposed in terms of their proportions finding that the offset in heights
from the central canopies was desirable. He suggested that the fagade projections
utilize a softer color finding the white to be too bright.
Commr. Ehdaie supported staff's recommendation to adjust the height of the secondary
entrance fagade projections to allow for additional windows and day lighting.
Commr. Curtis supported the site plan and staff's analysis. He supported creation of an
outdoor use area near Building A stating that employees would likely use an area closer
to the building they worked in.
Commr. McCovey-Good found the project buildings to be very nicely articulated.
Chairperson Duffy agreed with the previous comments and complimented the design
team. He stated that the secondary entrance fagade projections were acceptable as
designed.
On motion by Commr. McCovey-Good, seconded by Commr. Ehdaie, to adopt the draft
resolution granting final approval to the project as recommended with the following
modifications to Condition 8:_ Plans or a submitted f permit shall, call out the

colors and materials of all proposed buildin surfaces and other improvements on
elevation drawings. Plans shall clearly note that all stucco surfaces are not a sprayed-

on product and have a smooth hand -troweled or sand _finish appearance to the
satisfaction of the Community Development Director. „The, proposed Crystal White color

satisfaction of the Community Development Director."

The motion passed on a 4:0 vote.
COMMENT AND DISCUSSION:
2. Staff:
a. Agenda Forecast: Pam Ricci provided a forecast for upcoming agendas.
Chairperson Duffy indicated that he would not be able to attend the November
4, 2013 meeting. Ms. Ricci also mentioned the status of several projects
currently being processed.
3. Commission:
Vice -Chair McCovey-Good noted that she attended the Mayor's Quarterly Meeting
on October 101". She mentioned that the City's website had a useful link to
Measure Y information.
