Just received the 8.2.21 letter regarding parking changes.
Here’s my initial concerns:
1) 5 units and more: In light of housing shortages and the availability of ADUs, the old 1-4 and 5+ restrictions are
worth a second look. Most large multi-family units have offsite parking. If a four plex with no off street parking
added a legal ADU, wouldn’t it make sense to offer that landlord at least one extra permit? This is the type of
flexibility that should be built into the ordinance as the State’s housing requirements are rendering the old
4/5+ distinction irrelevant.
2) Issuing permits directly to occupants- As these are annual permits, this would only make sense if there was a
way (there’s not) of ensuring that the occupant who obtains the permit resides at the Premises for the entire
year. Even if the city required the parties to produce leases, the fact remains that tenants leave and new
occupants move in. A departing tenant would have a permit with black market value, or even personal value for
a downtown parking space, whereas the new tenant would be out of luck. The Landlord is in the best position to
distribute permits to its tenants, to include lease/rental agreement provisions regarding the return of the permit
just as the tenant is required to return keys to the unit. Additionally the Landlord would be in the best position
to advise the city as to the permit number of a departing tenant who attempts to keep a permit for personal or
black market purposes, which would not be possible if the city issues permits directly to a tenant.
3) Issuance of permits. I believe the 2 permit per unit is not perfect, but far superior to the concept of issuing 3X
the actual available on street spaces. It would seem to me that providing permits equal to 3X the available
spaces would be not unlike passing out 3x the amount of seating in free tickets to a one time showing
movie,………while everyone may not try to utilize their tickets, you can be certain that the fact that there are
more ticket holders than seats will create problems and unrealistic expectations by the majority of the ticket
holders. If there are specific areas where there are regular and multiple unused on-street spaces for which
permits have been issued then it would be worth noting the permit numbers which are being used, and those
which are not being used, and contact the Landlord whose permits are not being used, and make a
determination as to the necessity of permits for that landlord, and based upon that investigation, and in those
specific locations, determine an equitable means of addressing the need of other landlords in that specific
parking area for more than 2/unit tickets.
I will no be able to attend the 8/24 City Council meeting so I hope you will circulate these comments amongst
the Mayor and Council members for their consideration!
