Council Members,
I’d like to comment on the proposed changes to the parking permit district rules specifically “Greater Flexibility with the
Number of Permits Issued in a residential district”. Any adjustment to the two-permit limit needs to include the following
rule into the decision-making process:
No individual parcel can have more parking permits than can fit in front of their parcel!
Remember that this isn’t about maximizing revenues for the city but keeping neighbors happy! I don’t want my neighbors
parking their excessive number of cars in front of my house 24/7!
This is a very easy one-time calculation that can be applied to each parcel by staff based on the street-frontage for each
parcel.
For example:
Number of Permits Allowed = \[parcel street frontage (ft) – driveway width (12 ft single or 20 ft double)\]
20 ft per car
Also, the city could continue with the standard 2 Parking Permits per parcel and only allow an adjustment on an exception
basis if the above formula shows that additional parking can fit in front of that parcel.
So, with the above formula and a single width driveway, the parcel would need at least 72 ft of street frontage to allow for
3 Parking Permits. If the parcel had a double width driveway, the parcel would need at least 80 ft of street frontage for 3
Parking Permits. The formula would only use the whole digit and drop any fractions so if it determined that 2.8 was the
answer only 2 permits would be allowed.
The whole point of the Parking Permits is to prevent people that don’t live there to park there. The objective is not to jam
as many cars as possible into the neighborhood! If a house can support parking more cars in front of their parcel, then I
am for increasing the number of permits for that parcel. If not, I am against it. The analysis should not be done on an
overall district basis but rather on a parcel by parcel basis.
