Good afternoon,
My name is Chris Hoover and I work at RSPaul Company. We co-own and manage a couple of properties within the
portion of the Higuera Commerce Park which is to be considered for an ordinance change that would allow for the
formation of a parking district in a non-residential area on August 24th. I wanted to write to express my support for this
ordinance change.
We have experienced major homeless issues over the past couple of years in this area. We routinely have large RVs,
trailers, vans etc. parked in front of our properties for weeks at a time without moving. The residents of theses vehicles
routinely spread their belongings, trash and animals onto our private property, leaving quite a mess for us to clean up
after they have finally moved on. Much of the waste (human waste and drug paraphernalia), left behind is hazardous to
our health, but we must personally clean it up or it remains in place.
Our commercial tenants routinely express concern for their safety as there have been incidents with some of the
homeless people and their dogs harassing individuals. Many employees in the area have expressed that they will not
stay in the office past dark as they fear for a dangerous run-in with these individuals.
Now that most employees have returned to work in their offices, parking along the streets is getting more and more
congested. The large RVs and vans are taking up valuable street parking, sometimes for up to a month without moving.
I believe that allowing for a parking district in this non-residential area would provide the necessary framework to create
a clean, usable, and safe neighborhood for each of the individuals who work in this area.
