I've taken out the field for stop duration. Additionally, is there a data dictionary that I can access for the offense codes? This letter is to request access to records in the possession of the San Luis Obispo Police Department for the purpose of inspection and copying pursuant to the California Public Records Act (Government Code Section 6250 et seq.). Please provide me with an electronic copy of the SLOPD’s police traffic citation data contained in your agency’s records database collected from January 1 to December 31, 2019. Specifically, I want the following fields including, but not limited to: Date of traffic stop, the race of the person stopped, the gender of the person stopped, the name of the neighborhood where the stop occurred, and the offense. I ask that this data be provided in a machine- readable format such as a Microsoft Excel file, a text file, or a Microsoft Access file. I would also request a copy of the record layout of the database and a data dictionary to help interpret the information in the database. Section 6253.9 of the Act requires “a public agency to make the record available in any electronic format in which it hol ds the information and authorizes the agency to charge the public for the direct cost of duplicating the record.” As thes e data were generated by a machine reading process, it is evident that such a record exists. If you determine that an express provision of law exists to exempt from disclosure all or a portion of the material I have requested, Government Code Section 6256 requires notification to me of the reasons for the determination not later t han 10 days from your receipt of this request. Government Code Section 6256.2 prohibits the use of the 10- day period, or any provisions of the Public Records Act “to delay access for purposes of inspecting public records.” Thank you for your timely attention to my request. In my original filing, I had requested the data to be presented as an Excel sheet or a .csv file. Would it be possible for the records office to present it that way for me, instead of as a Google Doc?
