We concure with the issues raised by Ms Rowley. The MuniCode needs to separate out the newly proposed
commercial/non-residential parking permitting from the residential.
Any new provisions or changes to the residential program need to include input from current residential district permit
members.
It was only in the 8/20/21 correspondence from Alex Fuchs to the City Council that it was stated that parking permits will
all become digital to effectuate enforcement by use of the Cities license plate reader. This is a significant change for
residential permit holders! Many of us utilize our permits by providing them to no only visitors, but to medical and other
personal care support, household and property assistance and maintenance providers. Registration of a license plate will
not allow street parking other than by the residential occupants. Such a change works against your purported interest is
supporting aging in place as well as families who use child care and home services. This new provision should not apply
to residential districts!
We urge you to refer these matters back to staff to work with the community towards solutions that benefit the various
groups who have differing needs.
Thank you for your thoughtful consideration, Lydia and Bob Mourenza Palomar - Serrano district
