RE: Public Records Act Request
Dear Bulbul Rajagopal,
I am responding to your Public Records Act request received by the San Luis Obispo Police
Department on August 23, 2021, in which you requested the following:
" ...copy of the SLOPD's police traffic stop data contained in your agency's records database
coltected from January 1 to December 31 from the years 2020 and until July 31, 2021.
Specificatty, I want the fottowing fietds including, but not limited to: Date of traffic stop, the race
oi tne perion stopped, the gender of the person stopped, the name of the neighborhood where
the stop occurred and the duration of the stop. .."
Our agency does not maintain specific data on our traffic stops in our database. We do have
data fiom iny traffic citations that were issued, but that does not include duration of stop. The
information you are requesting will be part of what our agency will begin collecting to submit to
the Department of Justice perthe Racial and ldentity Profiling Act, but we are part of the last
"wave" and do not begin collecting data until January of 2022. The Public Records Act,
Government Code SS 6250 et seq., does not require the City to create documents in response
to a request for records. The City is only obligated to promptly make available for inspection all
non-exempt records. I have attached a copy of a report from our database that includes the
items you requested, except for the duration of the stop which we do not currently collect, for
any iniraction California Vehicle Code violation citations issued by our department during the
timeframe you requested. The R column refers to the individual's race, and the S column refers
to the gender. For those that are missing both, they were owner responsibility citations issued
to parlied cars typically for a fixable offense like expired registration. "Area" lists Police
Neighborhoods-(PN followed by our Neighborhood number for the area of the stop). I have also
attached a list of our database's race codes.
