TOURISM BUSINESS IMPROVEMENT DISTRICT BOARD

10:00 AM REGULAR MEETING TELECONFERENCE
Due to the increasing number of COVID-19 cases in San Luis Obispo County, City Administration has
made the difficult decision to return to a virtual meeting format. There will be no physical location for
the Public to view the meeting. Below are instructions on how to view the meeting remotely and how to
leave public comment.
Additionally, members of the Tourism Business Improvement District (TBID) Board are allowed to attend the
meeting via teleconference and to participate in the meeting to the same extent as if they were present.
Using the most rapid means of communication available at this time, members of the public are
encouraged to participate in TBID meetings in the following ways:

1. ECOSLO PARTNERSHIP: URBAN TREE PLANTING 30 mins
Representatives from ECOSLO will present the Urban Tree Program including the work effort based
on the TBID’s revenue contribution to the sustainability and climate action initiative.
2. 2020-21 TBID ANNUAL REPORT 20 mins
The Board will review the draft FY 2020-21 TBID annual report for recommendation to City Council
on September 21, 2021. Pending the City Council’s approval of the report, the annual public hearing
for the TBID will be scheduled for the November 2, 2021 City Council meeting.

The next Regular Meeting of the Tourism Business Improvement District Board is scheduled for
Wednesday , October 13 , 2021 at 10:00 a.m. held remotely and via teleconference.

CALL TO ORDER
The regular meeting of the San Luis Obispo Tourism Business Improvement District Board was called to
order on July 14, 2021 at 10:02 a.m. by Chair John Conner.

PRESENTATION ITEMS
1. NOBLE STUDIOS UPDATE
Representatives from Noble Studios presented the recent award recognition for the #SLOready
campaign as well other key program highlights. Additionally, Noble Studios informed the Board that
Shyla Lindner the TBID’s account manager will be leaving her position with Noble Studios.

BUSINESS ITEMS
1. CONTENT MARKETING SERVICES PRESENTATIONS
The Board received proposal pitch presentations from the two finalist agencies, Badger Branding and
the Lovely Day Company, who were selected by the RFP taskforce. Board members were able to ask
questions of each finalist and discussed the selection. All present board members were in agreeance to
offer the contract to Badger Branding.

CARRIED 5-0-2 to move forward with selecting Badger Branding as the City of San Luis Obispo TBID’s
Content Marketing Services contractor.
TBID LIAISON REPORTS AND COMMUNICATION
1. HOTELIER UPDATE – Member Harris noted that the Hometown and Suites is tentatively projected to
be open October 6, 2021.
2. MARKETING COMMITTEE UPDATE – Tourism Manager Cano reviewed the upcoming photo
shoot plan. Members discussed how the proposed week is very impacted and will be difficult to host.
3. MANAGEMENT COMMITTEE UPDATE – None.
4. PCC UPDATE – Chair Conner reported on activities such as support local efforts which invested
$278,000 in economic impact from the Buy Local Bonus program. The regular August meeting was
cancelled.
5. VISIT SLO CAL UPDATE – The VSC Marketing Committee Meeting was cancelled.
6. TOURISM PROGRAM UPDATE – Tourism Manager Cano highlighted that advisory body meetings
will be moving to a virtual format again until further notice, the Annual Report that will be presented at
the September meeting, the annual public hearing will happen the first week of November, the Eco SLO
team will present at the regular September meting to review the TBID’s $15K sustainable tree planting
program., the last Plaza Pop-Up is currently up in Mission Plaza and Dusty Colyer-Worth participated in
SLO Days.

The meeting was adjourned at 11:53 a.m.. The next Tourism Business Improvement District Board meeting
will be a special meetin and is scheduled for Wednesday, September 8, 2021 at 10:00 a.m. held remotely
and via teleconference.

Paid search drove 30,867 impressions (a 10% increase PoP), 2,668 clicks, a 8.64% CTR ( a 5%
decrease PoP) and 2,575 sessions (a 4% increase PoP) while driving 179 Book Now Conversions
(14% decrease PoP), 519 hotel referrals (10% decrease PoP) and 25 homestay referrals (32%
increase PoP) at a 10% increase in cost .
Paid social drove 1,036,355 impressions, 194,565 users reached and 8,599 clicks across
Facebook, Instagram and Pinterest with a 1.10% CTR for FB/Insta and .43% on Pinterest for 4,141
sessions (23% increase PoP) while driving 4 Book Now Conversions (33% increase PoP), 12 hotel
referrals (71% increase PoP) and 1 homestay referral at a 30% increase in cost.
Display drove 1,680,097 impressions (a 21% decrease PoP), 7,690 clicks, a .46% CTR (a 10%
increase PoP) and 9,169 sessions (a 14% decrease PoP) while driving 1 Book Now Conversion
(stayed the same PoP) and 3 hotel referrals and 1 homestay referral at an 7% increase in cost.

Email Marketing
During the course of 2021-22, we have 12 emails. This will be sent on an as-needed basis, and will
not necessarily be sent at a monthly cadence. Recent emails include:

Search Engine Optimization (SEO) & Content Creation
Organic search traffic decreased period-over-period by 7% and increased 95% year-over-year .
Organic hotel partner referrals decreased 30% (205 vs 291), Book Now decreased 36% (59 vs 92)
and Homestay referrals decreased 26% (29 vs 39) period-over-period ( August 1-31, 2021 vs July
1-31, 2021 ). We saw a 15% decrease in Avg Session Duration, a 4% increase in bounce rate and a 7%
decrease in pages per session PoP and 177% increase in sessions, a 5% decrease in bounce rate
and a 2% decrease in pages per session YoY for organic search.
Overall keyword rankings on the search engine results page increased 4% in August , compared to
the previous period. In August, we saw additional positive MoM growth for many of the pages we
have optimized including: a 121% increase to Where to Stay, an 58% increase to SF to SLO, a 86%
increase to Weekend Trip from LA and a 36% increase to the wineries page.

The website saw a 1% increase in sessions period-over-period ( ( August 1-31, 2021 vs July 1-31,
2021 ) and a 177% increase YoY; for a total of 41,598 sessions and 34,186 new users in August.
From an engagement perspective, bounce rate increased by 6%, pages/session decreased by 6%
and average session duration decreased by 15% PoP.

The onboarding of Badger Branding has begun in order to hand off social media management—and
they will take over full management in late September.
In the month of August, we saw a 1.5% increase in reach on Facebook (Aug. 4-28 via Creator
Studio), but a decrease in engagement. Our most popular post featured Clint from the Madonna Inn
on horseback from our #SLOready shoot. On Instagram, we saw a decrease in reach and
engagement which could be attributed to the need to expand intos reels, guides and other
Instagram post types. We saw the highest reach on posts related to hiking, local beer and food.
Visit California Stories
Between Aug. 1 and Aug. 31, 2021, the previously created California Now Stories received 6,634
gallery impressions with a 60% avg. completion rate and 75% interaction rate. Search continued to
be the highest traffic driver at 40%.
The most viewed story was the 8 Most Instagrammable Spots in SLO. That was also the most
interacted-with story this month.

1. SLO TBID Sustainable SLO Tree Initiative
Representatives from Noble Studios, DCI, Chamber and staff presented an initial brief with potential
marketing strategies and tactics for the Sustainable SLO Tree Initiative for the committee’s review,
discussion and ideas. The committee provide input and suggestions. Based on the input the team will bring
back the updated program to the next committee meeting for program launch.
Committee Action: By consensus, the committee approved the program concept. The committee
suggested adding information on the program to the tear-off map and exploring other low impact
opportunities for the hotels to showcase the program.
2. Key Landing Page Refresh
Representatives from Noble Studios provided an overview of the approach and proposed key landing
pages on VisitSLO.com to be refreshed in FY 21-22 for the committee’s consideration.
Committee Action: By consensus, the committee approved the page refresh plan as presented. Staff will
continue to work with Noble on selecting the pages for development.
3. SLO TBID Asset Production
Representatives from Noble Studios provided an update for the committee on the status and plan for the
upcoming photo and video asset shoot the week of September 6 – September 11, 2021.

1. Sales Lead Process
Dusty Colyer-Worth from the SLO Chamber presented the proposed responsive lead process executed
by the Chamber on behalf of the TBID for the committee’s review and input. The committee had no
changes to the process proposed include the responsive follow up for both consumer leads and
business leads derived from industry partners attendance at tradeshows.
ACTION: By consensus the committee agreed to the process as outlined and directed the SLO
Chamber to begin implementation.
