Item #1 CONSIDERATION OF MINUTES 1.Minutes of the Architectural Review Commission meeting of March 1,2021. __________________________________________________ Recommendation: Approve the minutes of the Regular Meeting of the Architectural Review Commission meeting of March 1,2021. Item #2 PUBLIC HEARING ITEM 1301 Calle Joaquin (ARCH-0423-2020) 2.Review of the proposed sign program for the previously-approved Towneplace Suites hotel,including the following exceptions:request for a total of four signs (three wall signs and one monument sign)where two is the standard in the CT zone;request for a total of three wall signs,where one wall sign is the standard for a single “occupant”; request to locate one wall sign on the east elevation,which does not include a public entrance but faces U.S.Highway 101;Project address:1301 Calle Joaquin;Case #:ARCH-0423-2020;Zone:CT-SF;Mitch Chemers,owner/applicant. Staff Presentation By: Shawna Scott, Senior Planner Recommendation: Review the proposed project in terms of consistency with the Sign Regulations and Community Design Guidelines and provide comments and recommendations to the Community Development Director. ARCH-0423-2020 1301 Calle Joaquin Towneplace Suites Signage Review of proposed sign program for the Towneplace Suites hotel, including request for identified exceptions. April 5, 2021 Applicant / Representative: Dennis Stout and Mitch Chemers 6 ARC Purview Review the project for consistency with the Sign Regulations and Community Design Guidelines and provide a recommendation to the Community Development Director. Project Site 7 ▪Site: 2.83 acres ▪Tourist Commercial (C-T zone) ▪Townplace Suites hotel currently under construction ▪Surrounding uses: -Auto dealerships -Motel -Retail (tire store) -Agricultural land Background 8 Project approved by ARC on June 20,2016 Condition #11 states that signage will be reviewed by the Architectural Review Commission at a future date,and include the following information: a.Provide an exhibit showing the monument sign,complete with stone base,and showing dimensions,colors (day and night), materials,and method of illumination and treatment.Consider providing push through or some varied dimension to the lettering. b.Clearly identify dimensions of all signage lettering including height and depth. c.Avoid use of white lighted lettering during night-time hours. Considerations include the balance and proportion of the signage ▪Consistency with condition of approval.As consideration of the sign program is a discretionary approval,the ARC may consider this previous condition and recommend the Director find the sign program in substantial conformance or identify other/additional recommendations or conditions for consideration ARC Discussion Items 17 Condition #11 states that signage will be reviewed by the Architectural Review Commission at a future date,and include the following information: a.Provide an exhibit showing the monument sign,complete with stone base,and showing dimensions,colors (day and night),materials,and method of illumination and treatment.Consider providing push through or some varied dimension to the lettering. b.Clearly identify dimensions of all signage lettering including height and depth. c.Avoid use of white lighted lettering during night-time hours. Action Alternatives 18 ▪Recommend the Community Development Director find the proposed sign program and associated exceptions consistent with the Sign Regulations and Community Design Guidelines,which may include specific conditions of approval to be considered by the Community Development Director. ▪Continue the public hearing on this item with specific direction to the applicant and staff related to consistency with the Sign Regulations and Community Design Guidelines. ▪Recommend the Community Development Director deny the sign program .An action denying the application should include findings that cite the basis for denial and should reference inconsistency with the General Plan,Sign Regulations,Community Design Guidelines, Zoning Regulations or other policy documents. Findings 19 ▪In order to approve a sign program,the Community Development Director shall make findings that the sign program results in signage that is compatible with the development,complementary to project architecture,and coordinated among tenant spaces for consistency and superior design. Findings 20 ▪There are unusual circumstances applying to the property which make strict adherencetotheregulationsimpracticalorinfeasible,such as building configuration,historic architectural features,architectural style,site layout,intervening obstructions,or otherunusualcircumstances.Exceptions shall not allow for additional signage in number or size beyond what is necessary to compensate for the unusual circumstances .Unusualcircumstancesmayalsoincludesigndesignswhicharenotexpresslyprovidedforor exempted in this Chapter,but which represent superior or innovative design appropriate for the building and location. ▪The exception is consistent with the intent and purpose of the sign regulations (seeSection15.40.110)and the exception is not being granted in cases where alternativeoptionsofallowedsignageinthisChaptercouldprovideanadequatealternativeforsufficientvisibilitytothepublicwithequalorsuperiordesign. ▪The sign exception is for superior design and complies with Design Principles of thisChapterandwillnotresultin:visual clutter;excessively sized signage in comparison tothebuildingorsurroundings;signage that is inconsistent with the character of thesurroundings;or approval of signs that are prohibited in this Chapter.
