Upon arrival T-1 est command and investigative mode. Findings of light hazy smoke from vent on "C" side of complex. Vent access through locked 4x4 door. Eng 4 est Two out. and entry made to investigate source of smoke. Upon searching area, a transient male appeared beneath blanket and crawled back through door exit where entry was made. Transient camp well established beneath two complexes. Power strip used to charge cell phone and lighting. HASLO and SLOPD contacted for investigation. Smoldering ordinary combustibles found 20' from transient camp. Salvage and overhaul for hidden fires. E-4 cleared T-1 turned incident to Officer T.
