Hi, Molly. Below is a text from John Mezzapesa in the City Code Enforcement
Department about the number of short-term rentals, Airbnb types, licensed in the city.
The city is only collecting Bed Taxes from Airbnb which sends the withholding directly to
the city and deducted from our bank deposits for rentals. His number of only 43%
licensed a year ago hasn't changed much since I started in 2015. I would think TBID,

especially the hotels and motels, would be a bit upset that this has gone on for such a
long time because it is unfair competition against those us playing by the rules.
Also, because Airbnb is sending in the Bed Taxes for all their clients, licensed or
unlicensed, maybe the City doesn't care because they get the money. The problem is
VRBO and the other companies are not collecting the Bed Tax meaning all their
unlicensed are not having to pay the 13.5% which gives them a huge advantage in their
pricing over the rest of us. The City has a company working on finding the unlicensed
but it doesn't look like it is working very well. I would hope that the TBID take this up
soon in one of their upcoming meetings and have someone from the city go over the
latest numbers and discuss how this problem can be rectified. Please send this note to
the committee members so they can be thinking about it. It has gone on long enough.

Hi John,
I was able to discuss the numbers with my supervisor. Here is what I found:
As of November 1, 2019,
Number of approved homestays in the city: 100

Number of non-compliant homestays whose address has been identified by third party company: 69 (some of these may
be hotels advertising as homestays)
Of those identified non-compliant ones, there are 11 open code enforcement cases.. Other will be pursued as staff
time permits.
Number of homestays identified but whose address is unable to be identified: 63
If you do the math it looks like 43% of all homestays are approved.
In the last year we have brought 14 illegal homestays into compliance, either by ceasing activity or going through the
permit process.
