Pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of California, and
subsequently Assembly Bill 361, enacted in response to the state of emergency relating to novel
coronavirus disease 2019 (COVID-19) and enabling teleconferencing accommodations by
suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code § 54950 et
seq.), members of the public, City Council, City Manager, City Attorney, City Staff, and City
Consultants may participate in this regular meeting by teleconference.
Using the most rapid means of communication available at this time, members of the public are
encouraged to participate in Council meetings in the following ways:

Public Comment - Public comment can be submitted in the following ways:

Received by 3:00 PM on the day of meeting - Can be submitted via email to
emailcouncil@slocity.org or U.S. Mail to City Clerk at 990 Palm St. San Luis Obispo, CA
93401. All emails will be archived/distributed to councilmembers, however, submissions
after 3:00 p.m. on the day of the meeting may not be archived/distributed until the
following day. Emails will not be read aloud during the meeting.
Verbal Public Comment
In Advance of the Meeting – Call (805) 781-7164; state and spell your name, the agenda
item number you are calling about and leave your comment. The verbal comments must
be limited to 3 minutes. All voicemails will be forwarded to the Council Members and
saved as Agenda Correspondence. Voicemails will not be played during the meeting.
During the meeting – Join the webinar (instructions above). Once public comment for the
item you would like to speak on is called, please raise your virtual hand, your name will be

1.CALL TO ORDER
Mayor Erica A. Stewart will call the Regular Meeting of the San Luis Obispo City Council to
order.
2.PLEDGE OF ALLEGIANCE
Council Member Michelle Shoresman will lead the Council in the Pledge of Allegiance.
3.STUDY SESSION
*Please note the Study Session is scheduled for 90 minutes. Council will consider the
Regular Meeting items at the conclusion of the Study Session.
3.a.PUBLIC SAFETY CENTER PROGRAM AND DESIGN UPDATE (Estimated Time:
90 minutes)
Recommendation:
1.Receive a presentation on the replacement of the City’s sole Police Station
with a new Public Safety Center; and
2.Provide preliminary feedback to staff to guide the Public Safety Center
programming, design, and construction pathway forward.
4.PRESENTATIONS
4.a.CITY MANAGER REPORT
Receive a brief report from City Manager Derek Johnson.
4.b.FAMILY COURT AWARENESS MONTH PROCLAMATION
Mayor Stewart will proclaim the month of November as "Family Court Awareness
Month."
4.c.ARBOR DAY PROCLAMATION
Mayor Stewart will proclaim November 6, 2021 as "Arbor Day."
5.PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA
Not to exceed 15 minutes. The Council welcomes your input. State law does not allow the
Council to discuss or take action on issues not on the agenda, except that members of the
Council or staff may briefly respond to statements made or questions posed by persons
exercising their public testimony rights (Gov. Code sec. 54954.2). Staff may be asked to
follow up on such items.
6.CONSENT AGENDA
Not to exceed 15 minutes. Matters appearing on the Consent Calendar are expected to be
non-controversial and will be acted upon at one time. A member of the public may request
the Council to pull an item for discussion. Pulled items shall be heard at the close of the
Consent Agenda unless a majority of the Council chooses another time. The public may
comment on any and all items on the Consent Agenda within the three-minute time limit.
Recommendation:
To approve Consent Calendar Items 6a to 6d.
6.a.WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Recommendation:
Waive reading of all resolutions and ordinances as appropriate.
6.b.MINUTES REVIEW - OCTOBER 19, 2021 COUNCIL MINUTES
Recommendation:
Approve the minutes of the City Council meeting held on October 19, 2021.
6.c.REAFFIRM RESOLUTION NO. 11278 AUTHORIZING CONTINUING TO MEET
VIRTUALLY PURSUANT TO ASSEMBLY BILL 361
Recommendation:
Reaffirm Resolution No. 11278 (2021 Series) entitled, "A Resolution of the City of
San Luis Obispo, California, proclaiming the continued need to meet by
teleconference pursuant to Government Code Section 54953(e)."
6.d.APPROVE THE SCHEDULE OF CITY COUNCIL MEETINGS FOR 2022
Recommendation:
Adopt the proposed 2022 Regular City Council Meeting Schedule with meetings
normally held the first and third Tuesday of every month, with the following
exceptions:
1.Reschedule the Regular City Council meeting of January 4 to January 11,
2022; and
2.Reschedule the Regular City Council Meeting of November 1, 2022, to
November 8, 2022; and
3.Cancel the Regular City Council meetings of August 2, and December 20,
2022.
7.PUBLIC HEARING AND BUSINESS ITEMS
7.a.ANNUAL PUBLIC HEARING FOR THE TOURISM BUSINESS IMPROVEMENT
DISTRICT (Estimated Time: 20 minutes)
Recommendation:
1.Conduct a public hearing to receive testimony regarding the City Council’s
intention to continue the San Luis Obispo Tourism Business Improvement
District and determine whether a legally sufficient protest is made; and
2.If no legally sufficient protest is made, adopt a Resolution entitled, “A
Resolution of the City Council of the City of San Luis Obispo, California,
declaring the Basis for and the Levy of the Assessment for the San Luis
Obispo Tourism Business Improvement District and Affirming the
Establishment of the District.”
7.b.INTRODUCE AN ORDINANCE AMENDING TITLE 17 (ZONING REGULATIONS)
OF THE MUNICIPAL CODE ADDING OBJECTIVE DESIGN STANDARDS
CHAPTER 17.69 FOR QUALIFYING RESIDENTIAL PROJECTS (Estimated Time:
60 minutes)
Recommendation:
As recommended by the Planning Commission, introduce an Ordinance entitled, "An
Ordinance of the City Council of the City of San Luis Obispo, California, amending
Title 17 (Zoning Regulations) of the Municipal Code with Objective Design
Standards for qualifying residential projects with an exemption from Environmental
Review (CEQA)."
7.c.INTRODUCE AN ORDINANCE TO REVISE THE WATER AND WASTEWATER
CHAPTERS OF MUNICIPAL CODE TITLE 13, PUBLIC SERVICES (Estimated
Time: 30 minutes)
Recommendation:
Introduce an Ordinance entitled, “An Ordinance of the City Council of the City of San
Luis Obispo, California, amending Title 13, Sections 13.04, 13.06, 13.07, 13.08, and
13.24 of the San Luis Obispo Municipal Code”.”
8.LIAISON REPORTS AND COMMUNICATIONS
Not to exceed 15 minutes. Council Members report on conferences or other City activities. At
this time, any Council Member or the City Manager may ask a question for clarification,
make an announcement, or report briefly on their activities. In addition, subject to Council
Policies and Procedures, they may provide a reference to staff or other resources for factual
information, request staff to report back to the Council at a subsequent meeting concerning
any matter or take action to direct staff to place a matter of business on a future agenda.

9.ADJOURNMENT
The City Council will hold a Special Meeting on November 9, 2021 at 6:00 p.m. via
teleconference. The next Regular City Council Meeting is scheduled for November 16, 2021
at 6:00 p.m. via teleconference.
