RE: Bullock Ranch, Attachment Items 3.a.1 and 3.a.7 Bullock Ranch Development project

16. Bicycle Parking
1. Please be specific when asking for "Peak Racks" and especially "hi -lo" racks in the Peak Racks
style. There are many racks available from Peak Racks, and the community prefers the "hi -lo"
style over "u -style" or others when accommodating the common bicycle. Adding a request for
cargo bike style racks also will be helpful.

80. Railroad Safety Trail Extension ("Bike Path")
1. Item a: The Bike Path should be consistent in width at 12'. Varying width is undesirable in any
commute route and might lead to user safety issues.
Item a: The design improvements Bike SLO County has to offer are included in markups below.
Item b: We consider any bridge path portions appropriate at the 12' width.
Item c: If accommodations need be made regarding UPRR ROW, those accommodations should
come first at the cost of automobile convenience such as narrower motor lanes overall, and
parking elimination.
Item g: We agree with comments also presented on this issue that 24 months is likely to be
significantly too short a time for the City negotiations with the Union Pacific Railroad, and
releasing the Developer from construction obligations will not serve the community's need to be
successful in fighting for GHG reductions in time to meet City goals. A new strategy needs to be
developed that better serves the overall Climate Action Plan goals and has this path completed
for use by residents once this development is open for occupancy.

Bullock Ranch Bike Path design markups by board member Garrett Otto are provided below:
860 Pacific Street, Suite #105, San Luis Obispo, CA 93401
1. The termination of the path at the intersection of Bullock and Orcutt should increase the radius to make
the path slightly wider and easier to maneuver on by bike, especially longer and wider cargo bikes.
Widening the area will allow for additional queuing of both pedestrians and bike riders as well as help
them pass each other.
2. Add curb ramps at cross streets to make it easier for bike riders to access the path when traveling
to/from cross streets.

3. Ideally the bike path would be widened to 12ft to make the path more comfortable for all users. It is
unclear whether the 2 and 3 foot buffer on either side of the bike pathway will be paved. We request that
the pathway be widened to 12ft, or at a minimum, the buffers on either side of the pathway be paved to
ensure bike riders, joggers, and walkers have additional space to pass each other.
