HomeMy WebLinkAbout10/27/2021 Item 3a, FingerDear Planning Commission members,
These comments are regarding the Bullock Ranch project. You have a once -ever opportunity in
front of you for a development to connect (or block) the primary north -south multiuse trail in
SLO.
However, this is in jeopardy because the Bullock Ranch project is proposing to move the motor
vehicle path into the trail location and move the trail into railroad right-of-way. As discussed by
staff, railroad encroachment may not be approved, and this could lead to "deeming
construction of the bike path to be infeasible".
Instead, the trail and road alignments should be considered jointly. It is not ok to put the road
where the bike trail belongs and just not build the bike trail. The problem is NOT with the bike
trail location, but with the road location.
The priority for both modes of transportation should be equal. The conditions of approval need
to be re -written so that if "right-of-way negotiations with UPRR are unproductive" then the
developer is responsible for revising the roadway and bike path alignments.
Sincerely,
Helene Finger, PE F.ASCE
