Dear Planning Commissioners, My family and I commute regularly by bicycle from our home near Tank Farm Road on the south side of the city to downtown and to the Cal Poly campus. Consequently, I am very pleased to see that the Bullock Ranch project includes a condition for bicycle infrastructure to connect the Railroad Safety Trail to the new bicycle path in the Righetti area. Completing this connection will be a huge boon to opportunities for safe and sustainable transportation from the south side of the city. As outlined below, I do have some concerns about the draft language that may prevent the developer and/or the city from seeing this project through in a meaningful way. I commute daily by with my two children (ages 2 and nearly 4) on our family bicycle across town. Currently, there is no comfortably safe way to get from the south side of town to the city core. Our two options are Orcutt Rd and Broad St, neither of which provide adequate safety measures to make our daily ride as safe as it should be. I am a very confident cyclist who has been commuting by bicycle for years, but taking my children on these routes makes me nervous. As they approach the age where they are too big to ride with me and will transition to their own bicycles, I simply cannot let them ride any currently available route to downtown. This will force us to log thousands of additional miles by car, adding to roadway congestion and vehicle emissions. This runs counter to the city's climate goals and the enjoyment of the residents of the city of low-density traffic, particularly as we continue to densify housing on the south side of the city. Additionally, the fact that these are the only routes prevents many other people from attempting to use alternative, sustainable forms of transportation. While I ride our current routes, I know many people who will not attempt to do so, but they would like to ride if they had a connection like that proposed along Bullock Lane. Because of the critical importance of this connection, I urge you to not only adopt it, but to remove the language that will allow the developer and/or the public works director for the city to avoid properly completing this connection in a way that will create a critical corridor for safe cycling in the city.
