Dear Mayor Stewart and Members of the Council, Anyone who has followed this item knows that the survey conducted was insufficient to create an accurate base-line. In addition, Richard Schmidt's letter demonstrates the potential effect of the proposed extended, i.e., after dark, hours on prey. Current drought conditions can only make matters worse because of the reduced availability of locations where water is present, also making prey more vulnerable. The Chamber of Commerce and City/County tourism interests presumably support extended hiking/biking hours on the presumption that tourists who used the trails after dark would also patronize local restaurants, hotels and retail businesses. However, the natural reserves were never intended to be tourist attractions and prior to, as I recall, 2010 they were not promoted as such. Residents have actively supported funding the natural reserves for many years with the caveat that passive recreation was permissible during daylight hours, but the reserve would be protected for wildlife use after dark. The proposal to make the extended hours of use permanent goes against the intent of residents who advocated for and funded purchase and protection of all of the City's natural reserves. To vote to allow permanent nighttime use of Cerro San Luis or any of the reserves would go against the wishes of all who made them happen. Thank you for your time and attention.
