Advisory Body Appointments for Unscheduled Vacancy (AAA and PC) Item 5e Department: Administration Cost Center: 1021 For Agenda of: 11/16/2021 Placement: Consent Estimated Time: N/A FROM: Greg Hermann, Deputy City Manager Prepared By: Kevin Christian, Deputy City Clerk SUBJECT: ADVISORY BODY APPOINTMENTS FOR UNSCHEDULED VACANCY – AREA AGENCY ON AGING AND PLANNING COMMISSION RECOMMENDATION Confirm the appointment of Sharon Whitney as the City of San Luis Obispo representative on the Central Coast Commission for Senior Citizens, Area Agency on Aging (AAA) Advisory Council; and confirm the appointment of Emily Francis to the City of San Luis Obispo Planning Commission (PC). DISCUSSION Area Agency on Aging: Due to a resignation in August 2021, there is an unscheduled vacancy for the single City of San Luis Obispo representative for the AAA. Recruitment yielded three eligible candidates. Mayor Stewart, the assigned Council liaison for the AAA, recommends Sharon Whitney to fill the vacant term ending June 30, 2022, with an additional two-year term appointment from July 1, 2022 through June 30, 2024. Planning Commission: Due to the appointment of Michelle Shoresman to the City Council and her subsequent resignation from the PC in October 2021, an unscheduled vacancy occurred. Councilmembers Christianson and Pease, the assigned Council liaisons for the PC, recommend Emily Francis to fill the vacant term ending March 31, 2024. Policy Context The Advisory Body Handbook, last adopted by City Council in September 2021, outlines the recruitment procedures, membership requirements, and term limits for all advisory bodies. Additionally, the City Council Policies and Procedures Manual, last updated April 2021, describes the “Appointment Procedure” and “Process” for Advisory Body appointments. Recruitment and appointment recommendations were performed in conformance with all recruitment procedures, processes, and bylaws found in these resources. California Government Code Section 54972, Local Appointments List (Maddy Act), requires that on or before December 31st of each year, each legislative body shall prepare an appointments list for their boards, commissions, and committees whose members serve at the pleasure of the legislative body. This obligation was met and is on -going. Page 35 of 387 Item 5e Public Engagement Outreach noticing alerting the public that the city was accepting applications for the AAA and PC were placed on the City’s website “City News” and related email notification service, published on the City Website, posted in the City Information kiosk outside City Hall, and distributed via City social media outlets. Additionally, the AAA vacancy was listed in staff reports for unscheduled vacancy appointments at the September 7 and September 21, City Council meetings. CONCURRENCE The Council liaisons for the AAA and PC concur with the recommendation. ENVIRONMENTAL REVIEW The California Environmental Quality Act does not apply to the recommended action in this report, because the action does not constitute a “Project” under CEQA Guidelines Sec. 15378. The costs related to recruitment is accounted for in the annual budget appropriation in the City Clerk program. ALTERNATIVES Council could recommend changes to the sub-committees recommended appointments or direct staff to re-open recruitment for additional candidates. This is not recommended as there were sufficient qualified candidates for the position s, and the Council Liaisons for the committees feel that they have been quite thorough in their consideration of applicants and the Council’s needs in their selection process.
