1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Planning Commission was called to
order on October 27, 2021 at 6:00 p.m. by Chair Jorgensen with Commissioners
present via teleconference.

3. PUBLIC HEARINGS
3.a 3580/3584 BULLOCK LN. (ARCH-0489-2020) REVIEW OF A MIXED-
USE DEVELOPMENT PROJECT, BULLOCK RANCH
Contract Planner John Rickenbach presented the staff report and
responded to Commission inquiries with assistance from Transportation
Manager Luke Schwartz.

Bullock Ranch LLC, applicant team representatives John Young, Bryan
Sevy and Rick Polhamus, provided an overview of the project and
responded to questions raised.
Chair Jorgensen opened the public hearing.

Motion By Commissioner Wulkan
Second By Commissioner Kahn
Adopt a Draft Resolution entitled, "A Resolution of the San Luis Obispo
Planning Commission recommending the City Council approve Common
Interest Vesting Tentative Tract Map (VTTM 3136), a 192-Unit Mixed-Use
Development, including 7 live/work units, a 585 square foot commercial
unit, on-site parking, and other residential community amenities on a
10.93-acre site located within the 231-acre Orcutt Area Specific Plan
(OASP), a request to allow live/work units on the ground floor within the
first 50 feet of floor area measured from the building face adjacent to a
street, a Sign Program, the summary abandonment of 30 feet Offer of
Dedication for Public Street and Utility purposes, and adopt a Mitigated
Negative Declaration of Environmental Review as represented in the
Planning Commission Agenda Report and attachments dated October 27,
2021 (3580/3584 Bullock Lane, ARCH-0489-2019, SBDV-0490-2019,
EID-0345-2020)" with the following modifications:
Direct staff to work with the developer to add a family "tot lot" in an
appropriate area; and
Direct staff to work with the developer to explore the feasibility of
deepening the 4-foot deep balconies within the townhouse
apartments; and
Include resolution modifications as presented in the Staff
Correspondence for the item; and
Modify resolution condition of approval 80c as follows: "...The City
Public Works Department is willing to support potential design
exception requests to utilize reduced cross section dimensions along
the pathway and Bullock Lane (i.e. e.g. 8' bike path, 7' parking lane (or
no on-street parking lane), 10' auto lanes), if needed to minimize
UPRR encroachment and/or to address other geometric constraints.

3.b 1035 MADONNA RD. (ARCH-0253-2021) REVIEW OF THE
AGRICULTURAL HERITAGE AND LEARNING CENTER INCLUDED IN
THE SAN LUIS RANCH SPECIFIC PLAN
Contract Planner John Rickenbach presented the staff report and
responded to Commission inquiries.
Applicant representative, Scott Martin of RRM Design, provided a brief
overview of the project and responded to questions raised with input from
applicant Jacob Grossman.
Chair Jorgensen opened the public hearing.

Motion By Commissioner Dandekar
Second By Commissioner Kahn
Adopt the Draft Resolution entitled, "A Resolution of the San Luis Obispo
Planning Commission approving the development of the Agricultural
Heritage and Learning Center within the Ag Zoned portion of the San Luis
Ranch Specific Plan Area, and a determination that the project is
consistent with the 2017 Certified Final EIR, 2018 Supplemental Final EIR
for San Luis Ranch Specific Plan, with an EIR Addendum to address
minor changes in the description of Historic Resources under the
California Environmental Quality Act (CEQA); as represented in the staff
report and attachments dated October 27, 2021 (1035 Madonna Road,
ARCH-0253-2021)."

4. COMMENT AND DISCUSSION
4.a STAFF UPDATES AND AGENDA FORECAST
Deputy Community Development Director Tyler Corey provided an update
of upcoming projects.
5. ADJOURNMENT
The meeting was adjourned at 8:33 p.m. The next Regular Meeting of the
Planning Commission has been rescheduled to November 17, 2021 at 6:00
p.m. via teleconference.
