Dear sir. I live at 852 El Capitan Way San Luis Obispo. I'm the original owner of the house built in the last phrase. I was
told the middle of the street was the division between the County of SLO and the City of SLO in 1999. There were 13
houses in 1999. Later on the other side of el Capitan was annexed into the City, but those homes were built by
other contractors using the original plans. El Capitan was always a non thru street. only one way in and one way out, a
cul de sac. Kelly built a drive thru market at the site of Mike Moran Brother garage along with the 13 homes. The drive
thru market employed one employee. The building that Matt Quaglino wants to make into a new 10 unit apartment
complex was a single owner carpet business. The mixed-use Roadhouse development that was supposed to provide a
solution to the business/residential sharing the same common space had the same problem, not enough parking spaces
for clients to use. I like to give Morin Brothers automotive an adaboy. They promised to increase their parking capacity
on their lot at their expense, and we can see the difference. In the 22 years that I've been here, we've had to educate
and warn people of the crowded parking, matter of factly, even the City inspectors have mentioned the
overcrowded parking situation. The ingress and egress for El Capitan Way has not kept up with the City's growth and
because it's a commute route from South County the 8 am and 5 pm traffic is downright dangerous. To merge into
traffic is a test of nerves that we do not need daily. Is there a plan to fix the 227 intersection? Cars traveling 55 mph
covers a surprising amount of distance! This intersection has had some serious accidents in the past. We need to
address this major problem ASAP. The proposed 10 units almost suggested that the City has NO care for the existing
residents in the immediate area! The 10 families will undoubtedly require parking, but According to the builder the
mixed-use parking lot will absorb that need? I didn't know the mixed-use parking lot was that big! I cannot agree with
the City of SLO that 10 new residential units in one of the most congested cul de sac will alleviate the housing shortage
in any way. I suggest a more thoughtful approach to the problem of our housing shortage in our beautiful city.
