Regarding Item 4.a., 600 Tank Farm Road.
I would appreciate clarification and a time line on condition 118: Tank Farm Road Shared-Use Path. I have been a strong
advocate for construction of improved bicycle facilities and connectivity between Broad and Higuera streets. The
Chevron Specific Plan calls for shared-use pathways and Class II bike lanes along its property on Tank Farm Road, but the
development is on hold and I don't know the status other than construction may be years away.
The issue is completing the Chevron gap in the bicycle/pedestrian transportation network on Tank Farm Road.
Construction is booming at the west and east ends of Tank Farm Road, but the existing segment in the middle is
inadequate to meet the needs. The city's 20 percent trips-by-bike goal is not going to happen without an east-west
connection between Broad and Higuera where people feel safe bicycling.
Condition 118 goes into great detail regarding the applicant's requirement to provide planning and preliminary
engineering support for a shared-use bicycle/pedestrian path extending from the new Tank Farm/Santa Fe Road
Roundabout west to either Innovation Way or Old Windmill Lane. I didn't find Innovation Way or Old Windmill Lane on
Google maps, so guess they are new roads associated with development on the west end of Tank Farm.
I'm pleased to see this condition, but wonder if Chevron or the city will reimburse the applicant if the contribution
exceeds fair share. I would also appreciate more details on when the shared-use path will be constructed and how it will
be funded.
As you know, Avila Ranch is now under construction and will include Class II bike lanes from the extension of Buckley
Road to Higuera and Avila Ranch's eastern boundary. That leaves Buckley Road with a gap to approximately the airport
that has little to no shoulder. My point is the dire need for an east-west connection in the bicycle/pedestrian network
between Broad and Higuera.
