Monday, December 6, 2021
Pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of California, and
subsequently Assembly Bill 361, enacted in response to the state of emergency relating to novel coronavirus
disease 2019 (COVID-19) and enabling teleconferencing accommodations by suspending or waiving
specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.), commissioners and
members of the public may participate in this regular meeting by teleconference.
Using the most rapid means of communication available at this time, members of the public are
encouraged to participate in Tree Committee meetings in the following ways:

CONSIDERATION OF MINUTES
1. Minutes of the Tree Committee Meeting of October 25, 2021
PUBLIC COMMENT: At this time, people may address the Committee about items not on the
agenda. Comments are limited to three minutes per person. Items raised at this time are generally
referred to staff and, if action by the Committee is necessary, may be scheduled for a future
meeting.
TREE REMOVAL APPEAL
Any person aggrieved by an act or determination of the authorized approving authority exercising
the authority herein granted shall have the right to appeal the decision of the authorized approving
authority as set forth in Section 12.24.180 of the City of San Luis Obispo Municipal Code. Appeals
received by the City Clerk within ten calendar days from the date of determination or act shall
cause the director to withhold tree removal permits and any permits for construction or demolition
actively relying on the subject tree removal until the appeal is heard and a decision is reached.
2. 974 Vista del Collados. Review an appeal of the City Arborist’s decision to deny removal of one
(1) Alder tree from the front yard of the residence located at 974 Vista del Collados.
3. 1010 E. Foothill Blvd. Review an appeal of the City Arborist’s decision to deny removal of one
(1) Comphor tree located at 1010 E. Foothill Blvd.

at 5:30 p.m. via teleconference .

Regular Meeting of the Tree Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Tree Committee was called to order on Monday,
October 25, 2021 at 5:32 p.m. via teleconference, by Chair Alan Bate.
ROLL CALL
Present: Committee Members Daniel Canella, Allen Root, Emily Rosten, and Chair Alan
Bate (two vacant seats)
Absent: Committee Member Elizabeth Lucas

ELECTION OF VICE CHAIR
1.Elect a member of the Tree Committee to serve as Vice Chair
ACTION: UPON MOTION OF COMMITTEE MEMBER ROSTEN, SECONDED BY
CHAIR BATE, CARRIED 4-0-1 (Member Lucas absent, two vacant seats), the Tree
Committee elected Member Daniel Canella to the position of Vice Chair with a term ending
April 25, 2022.
APPROVAL OF MINUTES
2.Consideration of the Tree Committee Meeting Minutes of September 27, 2021.
ACTION: UPON MOTION OF COMMITTEE MEMBER ROOT, SECONDED BY
COMMITTEE MEMBER ROSTEN, CARRIED 4-0-1 (Member Lucas absent, two vacant
seats), the Tree Committee approved the Minutes of September 27, 2021.

TREE REMOVAL APPEAL
3. 1756 Tanglewood Drive. Review an appeal of the City Arborist’s decision to deny removal of
three (3) Torrey Pines from behind the residence at 1756 Tanglewood Drive.
The applicant, Jessica Keach, provided a brief overview of why they wanted the trees removed.
ACTION: UPON MOTION OF COMMITTEE MEMBER ROSTEN, SECONDED BY
COMMITTEE MEMBER ROOT, CARRIED 4-0-1 (Member Lucas absent, two vacant
seats), to approve the Tree Removal Appeal, allowing for the removal of 3 pine trees to be
replaced at a 1:1 ratio with 24-inch box trees that are native to the area.
COMMENT AND DISCUSSION
4. New Business: 55 Broad Street (ARCH-0366-2021). Review of the proposed removal of 6
trees and relocation of 6 palm trees with a replanting of 40 trees. Tree removals are proposed
to facilitate the proposed expansion of a Residential Care Facility (The Villages) to provide
two new structures consisting of a total of 59 rooms, with associated parking and onsite
landscaping.
Associate Planner Kyle Bell provided a PowerPoint presentation and responded to Committee
questions.

The applicant’s representative, Jim Burrows, provided a brief overview of the tree removal
project.
ACTION: UPON MOTION OF COMMITTEE MEMBER ROOT SECONDED BY
COMMITTEE MEMBER ROSTEN CARRIED 4-0-1 (Member Lucas absent, two vacant
seats), to recommend the Planning Commission approve the project’s tree removal and
replacement plan as presented.
5. Arborists Report:
Acting City Arborist Whipple provided an operations update and Davey Resource Group
Program Analysis update.
ADJOURNMENT
The meeting was adjourned at 6:21 p.m. The Tree Committee will hold a Special Meeting on
Monday, December 6, 2021 at 5:30 p.m. via teleconference. The Regular Meeting on
November 22, 2021 will be cancelled.

Tree Removal Inspection

SUBJECT: Removal Application SR #11942
On October 14th, 2021, I posted one tree at 947 Vista del Collados. in response to tree removal
application SR#11942. The removal of the mentioned application was submitted based on:
San Luis Obispo Municipal Code 12.24.090 (F) 1
Upon inspection of Alnus rhombifolia, the white alder, located in the front yard. Under criteria set
forth in 12.24.090 (f) 1
G. Criteria for Construction Related Tree Removal Recommendation. Recommendations and
determinations of the city arborist and the tree committee regarding any tree removal requests
pursuant to subsection F of this section shall be based upon the criteria in this section. Tree
removal recommendations shall be based on the following criteria:
1. Size of Tree. The scale of the tree shall be considered, as well as the size of the tree’s canopy.
Larger, more visually prominent trees may have a higher preservation priority than smaller, less
visually prominent trees.
2. Location of Tree on Private Property. The location of the tree on private property shall be
considered. Trees located in a private rear yard, which are not highly visible from the public right-
of-way, may have a lower preservation priority than trees with a high visual impact to the
neighborhood.
4. Forestry Best Practice. The number of healthy trees that a given parcel of land will support shall
be considered, and whether removal would enhance the health or survival of remaining trees.
Applications that increase biodiversity of native trees and tree age distribution within a given area
are preferred.
I could not find significant structural damage and or appropriate criteria for removal authorized by
the City of San Luis Obispo Municipal Code, Title 12, Tree Regulations, and I denied the removal
application.
Appeals must be file with the City Clerk’s Office Municipal Code 12.24.180

removal application SR#12056. The removal of the mentioned application was submitted based on:

Upon inspection of Comphor Tree (Cinimmomom camphora), located in the front yard. Under
criteria set forth in 12.24.090 (E) 1
This Tree was under review in 2015 and 2018 and denied by Tree Committee.
I could not find significant structural damage and or appropriate criteria for removal authorized by
the City of San Luis Obispo Municipal Code, Title 12, Tree Regulations, and I denied the removal
application.
Appeals must be file with the City Clerk’s Office Municipal Code 12.24.180

SUBJECT: Removal Application SR#12042
On November 4th, 2021, I inspected 1 tree at 2061 Ward street in response to tree removal
application SR#12042. The removal of the mentioned application was submitted based on:
San Luis Obispo Municipal Code 12.24.090 (E)(3) 12.24.090 (F)(2)
E. 3. Tree removal requests based on property owner convenience shall be subject to tree
committee review in accordance with the process set forth in subsection (F)(2) of this section.
F. 2. For all tree removal requests related to ministerial development permits, other than as
specified in subsection (F)(1) of this section, the tree committee shall review and make a
recommendation on the tree removal application to the community development director based
on the criteria in subsections G and J of this section. The director shall consider the
recommendation of the tree committee, as well as the consistency of the tree removal application
with other city development policies and standards applicable to the site, and shall either approve,
conditionally approve, or deny the tree removal request, subject to appeal as set forth in Section
12.24.180.
I spoke with Clint by phone and informed him of this process and the appeal process flowchart.
Tree Committee shall make recommendations to CDD Director.

It is damaging the garage roof, has broken the garage slab and cracked the driveway.
It overhangs a neighboring home and can easily cause significant damage if even a branch falls, let alone the tree.
