On March 8th, 2017, community residents attended the second in a series of neighborhood meetings to plan Safe Routes to School (SRTS) Improvements for Bishop’s Peak and Pacheco Elementary Schools. The primary intent of the project is to identify transportation improvements to improve access and safety for children who walk or bike to school. The first phase of the project included a Needs Assessment – the process of identifying and prioritizing locations near the schools where improvements are needed to enhance conditions for walking and biking to school (see Needs Assessment Summary). The March 8th meeting focused on the second phase of the project – presentation of Draft SRTS Improvement Recommendations. Staff presented a series of preliminary recommendations, which included Transportation Improvement Projects (physical improvements) and Coordination & Enforcement Strategies (coordination between SLCUSC, schools, City Public Works and Police departments). Draft Recommendations are summarized in Attachment A and Attachment B. Attachment C provides a map showing the location of each SRTS recommendation. Detailed project fact sheets are included in Attachment D. Community Input. The second half of the meeting provided time for attendees to provide input on the staff project recommendations, prioritization and implementation strategies. Public comments included:  Consider aesthetic impacts of proposed crossing enhancement at Foothill Blvd. & Ferrini Rd.  As part of Ramona Dr. & Palomar Ave. intersection enhancements, explore strategies to incorporate speed reduction elements for eastbound right-turn maneuvers from Ramona Dr. to Palomar Ave. In addition, consider strategies to limit/reduce impacts to pedestrians due to SLO Transit service along Ramona Dr.  Are City funds currently available for implementing the recommended improvement projects, and if not, what are the near-term and long-term funding and implementation strategies. With regards to project funding and implementation, staff provided a list of the draft improvement projects and estimated costs (see Table 1). Projects with potential to provide the greatest overall benefit to safety and connectivity for students walking and Safe Routes to School (SRTS) Improvements for Bishop’s Peak & Pacheco Elementary Meeting #2 Summary  Potential Pedestrian Hybrid Beacon (HAWK) at Foothill & Ferrini     2    bicycling to Bishop’s Peak or Pacheco Elementary Schools were assigned the highest priority. Staff indicated that current City funds are available to implement several of the lower-cost improvements. Additionally, a few projects are strong candidates for funding potentially available through State and local SRTS grant opportunities. Other projects would be implemented as specific Capital Improvement Projects in future years, as funding allows, or as part of other ongoing City programs (Neighborhood Traffic Management, Annual Pavement Resurfacing, Community Development Block Grant for Curb Ramp Improvements, etc.). Next Steps. Based on the community input received thus far, staff will refine the draft recommendations and prepare a final SRTS Improvements Plan. The final Plan will include a comprehensive report documenting the fundamental philosophies of SRTS, key issues identified in the Needs Assessment phase, final project recommendations, and a summary of public engagement activities conducted to date. The final SRTS Improvement Plan will be made available for public review, and subsequent City Council consideration with a target date of spring/summer 2017 for completion. Coordinate with SLCUSD and school to distribute informational materials to parents regarding appropriate student drop-off/pickup procedures. Coordinate w/ SLO Police Department to schedule targeted traffic enforcement on Highland and Patricia to reduce erratic driving behavior during school times.
