I received a note back from Mayor Stewart that she likes the idea of giving responsibility to the City Council rather than the Public Works Director to determine if the project is unfeasible if Union Pacific refuses to negotiate after two years. I am hopeful that UP will cooperate, even if it's at the last minute per previous actions. I enthusiastically support the Planning Commission’s recommendation to narrow the lanes of Bullock Lane to allow a key segment of the Railroad Safety Trail to be 12 feet wide rather than 10 feet as proposed. As I commented to the Planning Commission, the width of the entire length of the Railroad Safety Trail must consistently be a minimum of 12 feet plus shoulders per city standards and California State design criteria (Chapter 1000 Streets and Highways Code). Narrow trails and trails with alternating widths result in conflicts between different users. The City should encourage bicycling, not discourage it with a narrow segment of trail. I also encourage revising resolution mitigation 83g under the Transportation Division, Public Works Department. The City Council, not the Public Works Director, should be the final authority to drop the pathway if negotiations with Union Pacific are unproductive. Elected officials must accept responsibility for such a drastic decision. Completion of the Railroad Safety Trail is crucial to increasing active transportation trips by providing an off-road, cross-town link between Tank Farm Road neighborhoods and businesses, downtown and Cal Poly. 2
