HomeMy WebLinkAbout01-18-2022 Agenda City Council AGENDA Tuesday, January 18, 2022, 5:30 p.m. Teleconference - Broadcast via Webinar Pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of California, and subsequently Assembly Bill 361, enacted in response to the state of emergency relating to novel coronavirus disease 2019 (COVID-19) and enabling teleconferencing accommodations by suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.), members of the public, City Council, City Manager, City Attorney, City Staff, and City Consultants may participate in this regular meeting by teleconference. All emails will be archived/distributed to councilmembers, however, submissions after 3:00 p.m. on the day of the meeting may not be archived/distributed until the following day. Emails will not be read aloud during the meeting. Verbal Public Comment In Advance of the Meeting – Call (805) 781-7164; state and spell your name, the agenda item number you are calling about and leave your comment. The verbal comments must be limited to 3 minutes. All voicemails will be forwarded to the Council Members and saved as Agenda Correspondence. Voicemails will not be played during the meeting. Stewart will call the Regular Meeting of the San Luis Obispo City Council to order. 2.PLEDGE OF ALLEGIANCE Mayor Erica A. Stewart will lead the Council in the Pledge of Allegiance. 3.STUDY SESSION 3.a.2021 STATE LEGISLATIVE BRIEFING (Estimated Time: 60 minutes) Recommendation: Receive and file a report on the 2021 State Legislative Briefing which summarizes the adopted laws from the 2021 regular session of the California State Legislature (December 2020 through October 2021). 4.PRESENTATIONS 4.a.CITY MANAGER REPORT Receive a brief report from City Manager Derek Johnson. 5.PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA Not to exceed 15 minutes. The Council welcomes your input. State law does not allow the Council to discuss or take action on issues not on the agenda, except that members of the Council or staff may briefly respond to statements made or questions posed by persons exercising their public testimony rights (Gov. Code sec. 54954.2). Staff may be asked to follow up on such items. 6.CONSENT AGENDA Not to exceed 15 minutes. Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon at one time. A member of the public may request the Council to pull an item for discussion. Pulled items shall be heard at the close of the Consent Agenda unless a majority of the Council chooses another time. The public may comment on any and all items on the Consent Agenda within the three-minute time limit. Recommendation: To approve Consent Calendar Items 6a to 6g. 6.a.WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES Recommendation: Waive reading of all resolutions and ordinances as appropriate. 6.b.MINUTES REVIEW - JANUARY 11, 2022 COUNCIL MINUTES Recommendation: Approve the minutes of the City Council meeting held on January 11, 2022. 6.c.FY 2020-21 ANNUAL REPORT ON DEVELOPMENT IMPACT FEES UNDER ASSEMBLY BILL 1600 Recommendation: 1.Review the FY 2020-21 Report on Development Impact Fees in compliance with AB 1600 annual disclosure requirements; and 2.Adopt a Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, accepting the 2020-21 Annual Report on Development Impact Fees reaffirming the necessity for Development Impact Fees and make findings related to Impact Fee Balances and In-Lieu Fees,” accepting the report and making appropriate findings related to impact fee balances and in-lieu fees. 6.d.APPROVE LEASE AMENDMENT NO. 2 WITH CENTRAL COAST AG NETWORK FOR THE CALLE JOAQUIN AGRICULTURAL RESERVE Recommendation: Approve Lease Amendment No. 2 between the City of San Luis Obispo and the Central Coast Ag Network, in a final form to satisfaction of the City Attorney, for the Calle Joaquin Agricultural Reserve. 6.e.APPROVE AN OPERATIONS AND MAINTENANCE AGREEMENT WITH CALTRANS FOR THE LOS OSOS VALLEY ROAD AND CALLE JOAQUIN TRAFFIC SIGNAL Recommendation: Approve a California Department of Transportation (Caltrans) Work for Others (WFO) Maintenance Agreement to authorize Caltrans to take responsibility for operations and maintenance of the City-owned traffic signal at the intersection of Los Osos Valley Road and Calle Joaquin. 6.f.FINAL ACCEPTANCE OF PUBLIC IMPROVEMENTS FOR TRACT 2428 PHASE 2 - A RESIDENTIAL SUBDIVISION AT 3000 CALLE MALVA Recommendation: Adopt a Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, accepting the Public Improvements, certifying completion of the Private Improvements, and authorizing release of the Securities for Tract 2428Phase 2 (3000 Calle Malva).” 6.g.APPROVE AN AMENDMENT TO THE 2022 COUNCIL LIAISON SUBCOMMITTEE ASSIGNMENTS Recommendation: Approve an amendment to the 2022 Council Liaison Subcommittee assignments. 7.PUBLIC HEARING AND BUSINESS ITEMS 7.a.ACCEPTANCE OF THE ANNUAL COMPREHENSIVE FINANCIAL REPORT, SINGLE AUDIT REPORT, AND ANNUAL AUDIT OF TRANSPORTATION DEVELOPMENT ACT FUNDS FOR FY 2020-21 (Estimated Time: 60 minutes) Recommendation: Review and accept the Annual Comprehensive Financial Report, Single Audit Report, and annual audit of the Transportation Development Act Funds for Fiscal Year 2020-21. 7.b.AUTHORIZE THE RELEASE OF A REQUEST FOR PROPOSALS FOR THE ACCESS & PARKING MANAGEMENT PLAN UPDATE (Estimated Time: 45 minutes) Recommendation: 1.Provide staff with direction on the scope of work to be included with the Access and Parking Management Plan Update Request for Proposals (RFP); and 2.Authorize the issuance of an RFP for an update of the City’s Access and Parking Management Plan; and 3.Reallocate $100,000 from the Parking Fund’s working capital to the program’s contract services account; and 4.Authorize the City Manager to execute an agreement with the selected consultant for the Access and Parking Management Plan up to the project budget of $100,000. 8.LIAISON REPORTS AND COMMUNICATIONS Not to exceed 15 minutes. Council Members report on conferences or other City activities. At this time, any Council Member or the City Manager may ask a question for clarification, make an announcement, or report briefly on their activities. In addition, subject to Council Policies and Procedures, they may provide a reference to staff or other resources for factual information, request staff to report back to the Council at a subsequent meeting concerning any matter or take action to direct staff to place a matter of business on a future agenda. (Gov. Code Sec. 54954.2) 9.ADJOURNMENT The next Regular Meeting of the City Council will be held on February 1, 2022 at 6:00 p.m., via teleconference LISTENING ASSISTIVE DEVICES for the hearing impaired - see the Clerk.
