Regular Meeting Agenda
Monday, January 24, 2022
Pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of California, and
subsequently Assembly Bill 361, enacted in response to the state of emergency relating to novel coronavirus
disease 2019 (COVID-19) and enabling teleconferencing accommodations by suspending or waiving
specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.), commissioners and
members of the public may participate in this regular meeting by teleconference.
Using the most rapid means of communication available at this time, members of the public are
encouraged to participate in Tree Committee meetings in the following ways:

2. Public Comment - The Tree Committee will still be accepting public comment for items within their
purview. Public comment can be submitted in the following ways:

➢ Received by 3:00 PM on the day of meeting - Can be submitted via email to
advisorybodies@slocity.org or U.S. Mail to City Clerk at 990 Palm St. San Luis Obispo, CA
93401
➢ Emails sent after 3:00 PM. Can be submitted via email to advisorybodies@slocity.org and
will be archived/distributed to members of the Advisory Body the day after the meeting. Emails
will not be read aloud during the meeting.
• Verbal Public Comment
➢ Received by 3:00 PM on the day of the meeting - Call (805) 781-7164; state and spell your
name, the agenda item number you are calling about and leave your comment. The verbal
comments must be limited to 3 minutes. All voicemails will be forwarded to the Advisory Body
Members and saved as Agenda Correspondence. Voicemails will not be played during the
meeting.

CONSIDERATION OF MINUTES
1. Minutes of the Tree Committee Meeting of December 6, 2021
PUBLIC COMMENT: At this time, people may address the Committee about items not on the
agenda. Comments are limited to three minutes per person. Items raised at this time are generally
referred to staff and, if action by the Committee is necessary, may be scheduled for a future
meeting.
TREE REMOVAL APPEAL
Any person aggrieved by an act or determination of the authorized approving authority exercising
the authority herein granted shall have the right to appeal the decision of the authorized approving
authority as set forth in Section 12.24.180 of the City of San Luis Obispo Municipal Code. Appeals
received by the City Clerk within ten calendar days from the date of determination or act shall
cause the director to withhold tree removal permits and any permits for construction or demolition
actively relying on the subject tree removal until the appeal is heard and a decision is reached.
2. 755 & 810 Fiero Lane. Review an appeal of the City Arborist’s decision to deny removal of six
(6) trees located at 755 & 810 Fiero Lane.
3. 1010 E. Foothill Blvd. Continued review an appeal of the City Arborist’s decision to deny
removal of one (1) Comphor tree located at 1010 E. Foothill Blvd.

Special Meeting of the Tree Committee
CALL TO ORDER
A Special Meeting of the San Luis Obispo Tree Committee was called to order on Monday,
December 6, 2021 at 5:34 p.m. via teleconference, by Chair Alan Bate.
ROLL CALL
Present: Committee Members Elizabeth Lucas, Emily Rosten, Vice Chair Daniel Canella,
and Chair Alan Bate (two vacant seats)
Absent: Committee Member Allen Root
Staff: Anthony Whipple, Acting City Arborist and Teresa Purrington, City Clerk
APPROVAL OF MINUTES
1.Consideration of the Tree Committee Meeting Minutes of October 25, 2021.
ACTION: UPON MOTION OF COMMITTEE MEMBER ROSTEN, SECONDED BY VICE
CHAIR CANELLA, CARRIED 4-0-1 (with Member Root absent and two vacant seats), the
Tree Committee approved the Minutes of October 25, 2021.

TREE REMOVAL APPEAL
2.974 Vista del Collados. Review an appeal of the City Arborist’s decision to deny removal of one
(1) Alder tree from the front yard of the residence located at 974 Vista del Collados.
The Appellant, Kathy Weiss, addressed the Committee.
ACTION: UPON MOTION OF COMMITTEE MEMBER LUCAS, SECONDED BY
COMMITTEE MEMBER ROSTEN, CARRIED 4-0-1 (with Member Root absent and two
vacant seats), to allow the removal with the proposed replacement plan.

3. 1010 E. Foothill Blvd. Review an appeal of the City Arborist’s decision to deny removal of one
(1) Comphor tree located at 1010 E. Foothill Blvd.
The Appellant’s representative, Bob Hill, addressed the Committee on behalf of Zion Church.
ACTION: UPON MOTION OF COMMITTEE MEMBER LUCAS, SECONDED BY
COMMITTEE MEMBER ROSTEN, CARRIED 4-0-1 (with Member Root absent and two
vacant seats), to continue the item to allow the Appellant time to provide photo evidence of
the roots and damage and a replanting plan.
TREE REMOVAL APPLICATION
4. 2061 Ward Street
The Applicant’s representative, Clint Nunes, spoke on behalf of the applicant.
ACTION: UPON MOTION OF COMMITTEE MEMBER ROSTEN, SECONDED BY
CHAIR BATE, CARRIED 4-0-1 (with Member Root absent and two vacant seats), to deny
the removal and recommend the tree be pruned.
COMMENT AND DISCUSSION
5. Arborists Report:
• Downtown Foresters pruned the Jacarandas on Garden Street on November 20th
• Update on the Request for Proposals for Urban Forest Services Tree Inventory
• Update on Davey Resource Group Program Analysis
• Operations update: Contract Coordinator (new position)
ADJOURNMENT
The meeting was adjourned at 6:51 p.m. The next Regular Meeting of the Tree Committee will
be held on Monday, January 24, 2022 at 5:30 p.m. via teleconference.

Tree Removal Inspection
TO: Matt Quaglino
FROM: Anthony Whipple, Acting City Arborist/Urban Forest Supervisor
SUBJECT: Removal Applications SR#12198
On January 12th, 2021, I inspected 6 trees at 755 and 810 Fiero Lane. in response to tree removal
application SR#12198. The removals of the mentioned applications were submitted based on:
San Luis Obispo Municipal Code 12.24.090 (E) 1
c. The tree’s roots are causing severe damage to public or private property, and removing the tree
is the only feasible way to eliminate the damage.
d. The tree is affected by structural defects and/or deficiencies that will limit lifespan.
Upon inspection of the tree(s) #1, #4, #5, #6, #7, #8 on the applications were denied removal based
on the criteria set forth.
If you would like to appeal the Denied tree removals, applicant must file an appeal with the City
Clerk’s office by January 22nd, 2021
Typically, replanting trees on a 1:1 ratio is a requirement with a photo taken after tree is planted
and mailed 25 Prado RD. San Luis Obispo CA 93401 or emailed back to City Arborist @
awhipple@slocity.org is a condition of this approval.

Tree Removal Inspection
TO: Arbor First
FROM: Anthony Whipple, Acting City Arborist/Urban Forest Supervisor
SUBJECT: Removal Application SR #12056
On November 10th, 2021, I inspected one tree located at 1010 Foothill Blvd. In response to tree
removal application SR#12056. The removal of the mentioned application was submitted based on:
San Luis Obispo Municipal Code 12.24.090 (E) 1
Upon inspection of Comphor Tree (Cinimmomom camphora), located in the front yard. Under
criteria set forth in 12.24.090 (E) 1
This Tree was under review in 2015 and 2018 and denied by Tree Committee.
I could not find significant structural damage and or appropriate criteria for removal authorized by
the City of San Luis Obispo Municipal Code, Title 12, Tree Regulations, and I denied the removal
application.
Appeals must be file with the City Clerk’s Office Municipal Code 12.24.180
