Monday, December 6, 2021
Special Meeting of the Tree Committee
CALL TO ORDER
A Special Meeting of the San Luis Obispo Tree Committee was called to order on Monday,
December 6, 2021 at 5:34 p.m. via teleconference, by Chair Alan Bate.
ROLL CALL
Present: Committee Members Elizabeth Lucas, Emily Rosten, Vice Chair Daniel Canella,
and Chair Alan Bate (two vacant seats)
Absent: Committee Member Allen Root
Staff: Anthony Whipple, Acting City Arborist and Teresa Purrington, City Clerk
APPROVAL OF MINUTES
1.Consideration of the Tree Committee Meeting Minutes of October 25, 2021.
ACTION: UPON MOTION OF COMMITTEE MEMBER ROSTEN, SECONDED BY VICE
CHAIR CANELLA, CARRIED 4-0-1 (with Member Root absent and two vacant seats), the
Tree Committee approved the Minutes of October 25, 2021.

TREE REMOVAL APPEAL
2.974 Vista del Collados. Review an appeal of the City Arborist’s decision to deny removal of one
(1) Alder tree from the front yard of the residence located at 974 Vista del Collados.
The Appellant, Kathy Weiss, addressed the Committee.
ACTION: UPON MOTION OF COMMITTEE MEMBER LUCAS, SECONDED BY
COMMITTEE MEMBER ROSTEN, CARRIED 4-0-1 (with Member Root absent and two
vacant seats), to allow the removal with the proposed replacement plan.

3. 1010 E. Foothill Blvd. Review an appeal of the City Arborist’s decision to deny removal of one
(1) Comphor tree located at 1010 E. Foothill Blvd.
The Appellant’s representative, Bob Hill, addressed the Committee on behalf of Zion Church.
ACTION: UPON MOTION OF COMMITTEE MEMBER LUCAS, SECONDED BY
COMMITTEE MEMBER ROSTEN, CARRIED 4-0-1 (with Member Root absent and two
vacant seats), to continue the item to allow the Appellant time to provide photo evidence of
the roots and damage and a replanting plan.
TREE REMOVAL APPLICATION
4. 2061 Ward Street
The Applicant’s representative, Clint Nunes, spoke on behalf of the applicant.
ACTION: UPON MOTION OF COMMITTEE MEMBER ROSTEN, SECONDED BY
CHAIR BATE, CARRIED 4-0-1 (with Member Root absent and two vacant seats), to deny
the removal and recommend the tree be pruned.
COMMENT AND DISCUSSION
5. Arborists Report:
• Downtown Foresters pruned the Jacarandas on Garden Street on November 20th
• Update on the Request for Proposals for Urban Forest Services Tree Inventory
• Update on Davey Resource Group Program Analysis
• Operations update: Contract Coordinator (new position)
ADJOURNMENT
The meeting was adjourned at 6:51 p.m. The next Regular Meeting of the Tree Committee will
be held on Monday, January 24, 2022 at 5:30 p.m. via teleconference.
