ARC Commissioners,
As a member of the Downtown Concept Plan Team, I view this project according to the guidelines outlined in
the DCP 2017 update. Proposed development on this block envisioned “minimum two-story, new commercial
mixed-use infill”. Another key feature was to be the eventual relocation of the City Transit Center to front on
Higuera Street and to include commercial mixed-use along the Higuera frontage.
Although the proposed project is a very clever design, using shipping containers and provides a seemingly
pleasant social space, this project has extremely low density and lacks mixed-use, which seems to conflict with
the vision for this property. This parcel could certainly support a much more robust development. Although I
find this project attractive, it doesn’t seem to represent the highest and best use of this particular important
downtown property.
My comments may relate to concerns beyond the purview of the ARC, however, I offer them as friendly
observations.
