Jim Aiken, Curtis Illingworth, Alice Loh, Lance Parker, Mark Rawson, Ron Regier, and Charles Stevenson ABSENT: None OTHERS PRESENT: Peggy Mandeville, Associate Planner PROJECTS: 1. ARC 58-98: 698 Marsh Street. Architectural review of a new internally illuminated cabinet sign and modification to a non-conforming internally illuminated monument sign in exception to the City’s Sign Regulations; C-C zone; Travel Time, Ernest Petric, applicant. Peggy Mandeville presented the staff report, recommending approval of the internally illuminated individual letters for the wall sign subject to conditions, and denial of the request to increase the height of the sign base for the existing non-conforming monument sign, based on findings which she outlined. Lee Adams distributed a handout supporting the project. He agreed with staff’s recommendation on the wall sign, and noted the monument sign cannot be seen until one passes the driveway. He noted the cabinet wall sign would be made up of individual letters and logos and a 1’ x 2’ non-illuminated freestanding sign with a maximum height of 30 inches at the Marsh Street driveway entry. Jerry Carroll, Traveltime representative, said he could accept a non-illuminated sign 3- feet in height. It was noted that the business is tucked in the corner of the center and has no visibility from Marsh Street where the center’s entry driveway is located. Commission discussion focused on the applicant’s revised plans for a second monument sign and whether or not signage was needed on the existing monument sign. COMMISSION COMMENTS Commr. Rawson said he could appreciate the visibility dilemma with a non-illuminated sign and wanted to come up with a workable solution. Commr. Regier also understood the dilemma; especially with the business tucked away in the corner away from the entry drive. Draft ARC Minutes May 18, 1998 Page 2 Commr. Illingworth agreed with the comments from the other commissioners, noting Marsh Street is a one-way street and there is no street frontage. Commr. Stevenson agreed there is a dilemma and suggested considering an exchange with the monument sign. Commr. Loh questioned the dimensions. She suggested making the monument sign base the same as the existing non-illuminated sign. She felt signage on the existing monument sign is no longer needed. Commr. Parker asked about the possibility of moving the monument sign down to the driveway. He supported the applicant’s suggested revisions. Commr. Aiken felt he could support the non-illuminated sign for Traveltime only and felt the text could be larger. He felt the Broad Street monument sign is needed. He also supported the applicant’s revisions. He felt the added sign would allow vehicle traffic to turn into the project before the intersection for safety reasons. However, he could not support duplicate signs. On motion by Commr. Rawson, seconded by Commr. Illingworth, to grant final approval of the new internally illuminated wall sign and a new non-illuminated freestanding sign, based on the following findings and subject to the following conditions: Findings 1. Approval of an internally illuminated wall sign comprised of individual letters is consistent with signage approved on adjoining properties, which are all in the C-C zone. 2. An internally illuminated sign has been approved for use by the other tenant, 7-11. 3. The two square foot freestanding sign at the Marsh Street driveway is appropriate because the business is located in the back corner of the center and has no visibility from Marsh Street where the center’s entry driveway is located. Conditions 1. The illuminated wall sign shall consist of individually illuminated letters with a maximum letter height of 18 inches. 2. An illuminated logo design with a maximum square footage of 10 feet may be incorporated into the wall signage. 3. Total square footage of the wall sign shall not exceed the size limits established in the Sign Regulations. At present, it is estimated that a 58 sq. ft. sign is allowed. 4. The non-illuminated 1’ 0” x 2’ 0” freestanding sign shall have a maximum height of 30 inches and shall be located at the Marsh Street driveway enter. Draft ARC Minutes May 18, 1998 Page 3 The motion passed on a 7:0 vote. COMMENT AND DISCUSSION Development Review Manager Ronald Whisenand provided the Commission with an agenda forecast. The Commission discussed the idea of having ARC meetings start earlier on nights with long agendas. Commr. Stevenson proposed the idea of creating design guidelines for service stations. Commrs. Stevenson and Loh volunteered to work together as a subcommittee to prepare the guidelines that would be a part of the ARC guidelines. Commr. Illingworth raised the question of why an ARC member must be on the Tree Committee. The meeting adjourned at 6:10 p.m. to a regular meeting of the Architectural Review commission scheduled for Monday, June 1, 1998, at 7:00 p.m. in the Council Hearing Room of City Hall, 990 Palm Street.
