HomeMy WebLinkAbout12-18-2000 ARC Minutes SAN LUIS OBISPO ARCHITECTURAL REVIEW COMMISSION MINUTES December 18, 2000 - 5:00 p.m. ROLL CALL: Present: Commissioners Jennifer Metz, Michael Boudreau, Jim Lopes, Mark Chandler, Mark Rawson, and Chairperson Charles Stevenson Absent: Commissioner Rob Schultz Staff: Associate Planner Whitney McIlvaine MINUTES: The minutes of November 6, 2000 were approved with corrections. PROJECTS: 1. 486 and 528 Marsh Street. ARC 126-00; Review of revised plans for a new two-story bank; C-R and C-C zones; Coast National Bank, applicant. Whitney McIlvaine Whitney McIlvaine, Associate Planner, presented the staff report recommending the Commission grant schematic approval with certain finish details to return for final ARC review, based on findings, and subject to conditions and code requirements, as noted. Whitney McIlvaine sent around a color board for review by the Commission. The public hearing was opened. Steve Pults, Pults & Associates, stated that he felt comfortable with the details as outlined by Whitney. He believes the flooding issue has been resolved. He also stated that the code issues were addressed with the Building Division and have been resolved. His discussed the fact that the existing Carrotwood tree can be saved, but they would like to take it out. Commr. Lopes questioned the number of employee work spaces with regard to the number of parking spaces being proposed. Steve Pults talked about the parking spaces, stating that they are overparked for the site. He expressed his concern about moving the building back further front the front property line. ARC Minutes December 18, 2000 Page 2 Commr. Lopes questioned the placement and the drip line of the oak tree. Commr. Stevenson questioned the window detailing. Carol Florence, Oasis Architects, addressed landscape issues. She stated that planters at 5’ can handle the plants being proposed. There was a discussion about irrigation. The public hearing was closed. COMMISSION COMMENTS Commr. Rawson liked the project. He thought the detailing could be handled at staff level. He felt that using some brick detailing over the windows might be nice. Commr. Chandler also liked the project. He thought it had a striking architectural style. He felt there is a need to break up the common line in the brick work. Commr. Metz talked about the removal of the Carrotwood tree and her feeling that she would like to see it saved. She expressed her desire to see a plant palette that better suits a Victorian style. She liked the dark color scheme of the building. Commr. Lopes felt the building could be moved back. He talked about the scale of the building and felt it was not within the guidelines. He felt it should have a deeper setback. He also thought the building was too wide. He felt that having a diagonal view of the Jack House was very important. He suggested taking the ground floor offices in front and shifting them to the west so that they are at the roof line of the upper floor. He felt this would create a more transitional view into the Jack House property. He does not think Jacarandas would best suit this project. He felt canopy trees were called for. Commr. Boudreau felt that this project looks good. On motion by Commr. Rawson, seconded by Commr. Boudreau, the ARC granted approval of the project, based on the findings and subject to the conditions and code requirements as outlined in the staff report. AYES: Commrs. ARC/MOD 38-00; Modification to previously approved building to relocate an entry door from Monterey Street to the side of the building; C-R zone; John Hough and John Wilson, applicants. Whitney McIlvaine. Whitney McIlvaine, Associate Planner, presented the staff report recommending the Commission approve the modification, based on findings, and subject to conditions. The public hearing was opened. There were no public comments and the public hearing was closed. COMMISSION COMMENTS Commr. Chandler stated that he would like to see doors incorporated into the tower (scheme A). Commr. Metz also thought that placement of the doors should be at the tower. Commr. Lopes thinks that having the door placement on Monterey Street is the best idea. Commr. Boudreau questioned what it would take to enter on Monterey Street with regard to ADA requirements. A discussion was held about the ramp on Monterey Street and how to tie it into the landscaping and architecture. On motion by Commr. Rawson, seconded by Commr. Chandler, the ARC granted approval of the project, based on findings and subject to conditions as outlined in the staff report. AYES: Commrs. ARC MI 163; Review of a proposed patio/sunroom over the roof of the existing office building; C-N zone; Edie and Nir Lorant, applicants. Michael Codron Whitney McIlvaine, Associate Planner, presented the staff report recommending the Commission continue the item to a date uncertain and provide direction to the applicant regarding changes to the design of the sunroom. Commr. Lopes questioned the controversial design articulation of the building. Whitney McIlvaine discussed the plans and the objection of the architect to having his name on the old plans. The public hearing was opened. Dave Yatsko, Day Construction, talked about the drawing being used. He discussed the space they are enclosing and how it is be used as an atrium. He talked about the uniqueness of the building. He stated that he would address all concerns, to replicate the windows in the atrium, and match the color of the aluminum to the building. Commr. Stevenson questioned how building the proposed sunroom would resolve the leaking issue. Applicant Edie Lorant explained the history of the leaking and discussed the patchwork that had been done in previous years and the fact that it is not possible to fix leak without taking down the entire railing. The public hearing was closed. COMMISSION COMMENTS Commr. Metz discussed the all-glass recommendation. She was not sure how this would resolve the drainage issue. Commr. Lopes was in support of denying the request. He felt the building form would be compromised by adding a sunroom. Commr. Boudreau reserved his opinion. He felt he could not evaluate the plans as designed. Commr. Rawson felt the project looks like an afterthought. Commr. Chandler felt that, based on the schematics provided, he could not give an opinion. He expressed his desire to see the entire vision. ARC Minutes December 18, 2000 Page 5 Commr. Stevenson agreed and stated that he could not tell how it was going to look, so, he could not give a fair judgment. Commr. Rawson thought enclosing all the deck areas might make more sense. He did not feel this proposal was an appropriate look for a commercial building. Commr. Lopes agreed that with a better integration of materials, it might be an improved project. On motion by Commr. Rawson, seconded by Commr. Chandler, the ARC continued this item to a date uncertain. AYES: Commrs. Rawson, Chandler, Boudreau, Metz, Lopes, Stevenson NOES: None ABSENT: Commr. Schultz The motion passed. 4. 1590 Lizzie Street. ARC 157-00; Review of the restoration of La Loma Adobe; R-1-SP zone; Friends of Las Casas De Adobe, applicant. 5. 466 Dana Street. ARC 158-00; Review of the restoration of Rosa Butron Adobe; R-3-H zone; Friends of Las Casas De Adobe, applicant. 6. 1341 Purpose Sage. ARC 159-00; Review of the restoration of Rodriguez Adobe; R-1-SP zone; Friends of Las Cases De Adobe, applicant. These items were continued without discussion to a date uncertain. COMMENT AND DISCUSSION: Whitney McIlvaine presented the Agenda Forecast. Rob Strong, of Strong Planning Services, gave a presentation of the Broad Street Enhancement Plan. No action was taken by the Commission. The Architectural Review Commission meeting scheduled for Tuesday, January 2, 2001 was cancelled. The meeting adjourned at 8:25 p.m. to a regular meeting of the Architectural Review Commission, scheduled for Monday, January 16, 2000 at 5:00 p.m. in the Council ARC Minutes December 18, 2000 Page 6 Hearing Room at City Hall, 990 Palm Street.
