ARCHITECTURAL REVIEW COMMISSION MINUTES
April 16, 2001 - 5:00 p.m.
ROLL CALL:
Present: Commrs. Michael Boudreau, Jim Lopes, Rob Schultz, Mark Rawson,
Zeljka Howard and Chairperson Charles Stevenson (one vacancy)
Absent: None
Staff: Associate Planner Pam Ricci
Because of a noticing issue, the Commission voted 6-0 to have a special meeting and
continue action on all of the public hearing items until Monday, April 30, 2001. Those
present were informed that the Commission would not be taking testimony tonight, and
if they could not make the next hearing, that they should put their comments in writing.

1. 1128 Garden Street. ARC 20-01; Review of a new commercial/residential
building; C-C-H zone; Robert and Dora Carpenter, applicants. Pam Ricci

Pam Ricci provided the Commission with an agenda forecast.
6. Commission
Commr. Lopes gave a report on his attendance at the recent Advisory Body Committee
meeting. He noted that introductions of new staff were made, including Betsy
DeJarnette in Administration. He summarized the following components of the meeting:
the budget and financial plan was explored by Bill Statler, Finance Director;
advisory body training, with information on chairing meetings,
organizational charts, and special training on key documents;
conflict and consensus;
effective preparation; and
visioning and goal setting.
The Commission had a general discussion about bringing new issues to meetings for
review and discussion, such as telecommunication cell sites and big box retail
guidelines. The idea was to make the Commission more proactive, rather than
reactionary.
Commr. Boudreau suggested the idea of revisiting goals every six months.
The suggestion of a joint meeting with other advisory bodies, such as the Cultural
Heritage Commission, Planning Commission and Downtown Association, was
discussed. The ARC asked staff to set aside an hour of time on an upcoming meeting
agenda to talk about what they would like to accomplish at this planned joint meeting.
The meeting adjourned at 6:05 p.m. to a special meeting of the Architectural Review
Commission scheduled for Monday, April 30, 2001, at 5:00 p.m., in the Council Hearing
Room at City Hall, 990 Palm Street.
