Zeljka Howard, Hana Novak, Rob Schultz, Michael Boudreau, Vice-Chair Jim Lopes and Chairperson Charles Stevenson Absent: Commr. Mark Rawson Staff: Associate Planner John Shoals PROJECTS: 1. Broad Street at Industrial Way. ARC 185-99; Review of architectural and site designs of the Damon-Garcia sports fields project, including night lighting; City of San Luis Obispo (Parks and Recreation), applicant. Peggy Mandeville This matter was continued to a date uncertain, without discussion. 2. Citywide. ARC 42-00; Review of design guidelines for “Big Box” retail establishments; City of San Luis Obispo, applicant. Pam Ricci This matter was continued to July 2, 2001, without discussion. 3. 11855 Los Osos Valley Road. ARC 37-01; Review of a design proposal for a new City neighborhood park (DeVaul Ranch); Devaul Ranch, LLC, applicant. Peggy Mandeville John Shoals, associate planner, presented the staff report recommending the Commission grant final approval based on findings and subject to conditions. ARC Minutes June 18, 2001 Page 2 Carol Florence, Oasis Landscape, explained the design process. She outlined what they had to work with and the direction that they got from the Director of Parks and Recreation and the Parks and Recreation Commission. Stanley (inaudible last name), a neighbor, asked about park lighting. Commr. Stevenson clarified that the park is not intended to have parking. COMMISSION COMMENTS: Commr. Novak had a question about restrooms and why there were not required. She wanted to know why there were no bike racks. She was concerned about landscaping and asked for clarification of specimen tree. Commr. Schultz wanted to know who would pay for the park improvements. He requested that when another advisory body reviews a project, the minutes be forwarded to the ARC. Commr. Howard was not comfortable with changing another advisory body's decision. She had questions about the role of the Parks and Recreation Commission and the ARC's authority to modify the park design. Commr. Lopes had a question about streetlights and park lighting. He wanted why there was no park lighting. Commr. Boudreau asked when the improvements would be installed. Commr. Stevenson asked about installation of the garden boxes and composting bins at the end of Foreman Court. Commr. Lopes asked if the applicant would be agreeable to providing more benches around the play structure area. He also asked if this was the first time applicant had heard about the restroom requirement. Commr. Novak asked if the applicant had considered providing more of a screen to protect the children from Madonna Road and separation of the park from streets. Wanted to see a noise or visual buffer and asked about the size of the trees. Commr. Stevenson clarified that Madonna Road is not an arterial and speeds will be reduced due to traffic calming. Commr. Schultz asked about the garden area in front of the house. He also asked about the path and connections. Commr. Boudreau had questions about the retaining wall and planting. ARC Minutes June 18, 2001 Page 3 Commr. Stevenson asked about fencing between the ball fields and houses. He felt there needed to be some fencing. Commr. Lopes similar to Meadow Park with lighting. Would like to see pedestrian lights and court lights that are timed. Park needs bike racks. Seating at Lot 49 – more seating around playground area and basketball court. Needs one or two unisex bathrooms. Back screen for ball fields. A diverse selection of plants and street trees. Consider using palm trees from house. Commr. Schultz would like to see restrooms and pathways that go around the entire park. The structure needs bench closer to where the smaller children will be playing. Commr. Boudreau suggested bike racks and more benches. He also supports a unisex restroom. Commr. Novak referenced Parks & Recreation Master Plan and noted policy regarding changing social demands. Street tree should be changed to an evergreen species to create a canopy. She had concerns about the amount of turf along Madonna Road frontage. She also suggested more drought-tolerant landscaping and less grass on banks of basin. More bending around baseball courts. Commr. Howard concurred with the other Commissioners’ comments. She strongly supports evergreen trees and has mixed feelings about more benches. She does not encourage lights and night-use of the park. Commr. Stevenson does not support lights and nighttime activities. He agrees that more benches are required. He felt the ball fields should have backstop and/or screen. He concurred with comments about bathrooms, night-lights, seating, etc. Canopy trees and wanted to invite the City Arborist to an ARC meeting. 1. On motion by Commr. Lopes, seconded by Commr. Schultz, the Commission granted final approval based on findings and subject to conditions as outlined in the Meeting Action. On a separate motion, the Commission voted 6-0 to encourage the City Arborist to consider more canopy street trees, and they asked staff to invite the City Arborist to an ARC meeting to discuss street trees. ARC Minutes June 18, 2001 Page 4 4. 775 Capitolio Way. ARC MI 59-01; Review of a 6-panel antenna and equipment cabinet on an existing PG&E pole; C-S zone; Alpine PCS, applicant. Michael Codron John Shoals, associate planner, presented the staff report recommending the Commission approve the proposed installation based on findings and subject to conditions of approval. Mark Savage of Alpine PCS introduced the project and discussed community-wide plans. The applicant described the project and presented options. Explained how they install antennas and what they look like. He passed out photo simulations and explained them to the Commission. Commr. Howard felt that adding six feet would not be a significant impact. The supports have equipment outside the footprint with fence and landscaping. Commr. Novak asked about generators and noise-generating equipment in the shelter and Mark Savage answered her question. She did not have a problem with the addition to the height of the antenna. She felt locating the structure outside footprint would be okay with substantial landscaping to hide or screen it. She asked who maintains the equipment. Commr. Boudreau asked about the shape and design of antennas. He supported the height as long as the antenna is symmetrical. He also supported wood fence with indigenous plants to screen the enclosure. Commr. Schultz concurred with everyone’s comments. He suggested moving the door to the side of enclosure away from the street. Commr. Lopes said that transmission towers are good locations for antennas. He felt that stucco wall would be more consistent with level of design and detailing. Commr. Stevenson commented on the wood fence with horizontal band. Darker color rustic fence with substantial landscaping. On motion by Commr. Boudreau, seconded by Commr. Schultz, the ARC granted final approval based on findings and subject to conditions. ARC Minutes June 18, 2001 Page 5 AYES: Commr. John Shoals This matter was continued to July 16, 2001, without discussion. COMMENT & DISCUSSION: 6. Staff John Shoals provided the Commission with an agenda forecast. 7. Commission The meeting adjourned at 7:35 p.m. to a regular meeting of the Architectural Review Commission scheduled for Monday, July 2, 2001, at 5:00 p.m., in the Council Hearing Room at City Hall, 990 Palm Street.
