Dear Mayor and Council members
It is great to see such a surplus to consider bringing more amenities to our community. I'm really excited to see the S.
Higuera complete street plan moving forward and hope to see that constructed in the near future. After reviewing the
proposed adjustments I would like to suggest a few additional items for your consideration.
1. Additional transportation engineering position. As indicated in the report, staffing is at capacity and at risk of not
being able to keep up with the needs to address all the expected improvements this and upcoming years. I know that
staff has relied heavily on consultants to supplement their efforts, but I also believe additional in-house staffing may be
needed to stay on top of the expected infrastructure upgrades.
2. Replenish the minor bikeway improvement funds. Several months ago the minor bikeway improvement funds were
reallocated to initiate a study of the Foothill corridor. Improvements along Foothill are highly needed considering it has
been the location of a couple recent cyclist deaths and the number of students that use this corridor. Funding the study
was the right move. However you stack the dollars, we need funding for Foothill, and the City should make this a
priority, but we shouldn't always be using the minor bikeway improvement funds to always offset the
planning/engineering/overages like we have in the past. There are still lots of smaller projects that need attention to
improve safety and we need fund for those too. For example install delineators on any existing buffered bike lanes
already installed such as south Broad and LOVR.
3. Fund engineering and quick-build efforts for complete streets/road diets along Foothill Blvd and Broad Street. I think
its important to get the engineering and planning completed ASAP so we can start budgeting construction efforts and
avoid long delays before breaking ground when funding is set aside during future budgets.
