ARCHITECTUAL REVIEW COMMISSION MINUTES
JUNE 17, 2002
ROLL CALL:
Present: Commrs. Allen Root, Michael Boudreau, Zeljka Howard, Jim Lopes Mark
Rawson, and Chairperson Charles Stevenson.
Absent: Vice-Chairman Rob Schultz.
Staff: Associate Planners Philip Dunsmore, Michael Codron, and Recording
Secretary Irene Pierce.
ACCEPTENCE OF THE AGENDA:
Commr. Lopes added an item to the agenda to discuss Parkway Sub-Committees.
Chairperson Stevenson suggested they talk about this on Commission time.
The agenda was accepted as modified to add the item presented by Commr. Lopes,
and to present Item 6 before Item 5.
ACCEPTENCE OF THE MINUTES:
The Minutes of May 20, 2002, were accepted as amended.
PUBLIC COMMENT ON NON-AGENDA ITEMS:
There were no comments made from the public.
PUBLIC HEARINGS:
1. 222 Elks Lane. ARC 52-02; Review of a wireless telecommunications facility; C-S-
S zone; Sprint PCS, applicant.
Associate Planner Michael Codron presented the staff report recommending final
approval to the project, based on findings and subject to conditions and code
requirements.
Chairperson Stevenson asked if there was an alternative for an antenna.
Planner Codron replied the flagpole was the original submittal, and is a different type of
pole.
Chairperson Stevenson asked if Sprint prepared the simulations.
Planner Codron replied Tacit Communications is representing Sprint, and prepared the
simulations.

Chairperson Stevenson asked why the pole lighting issue that was proposed by the
Elk’s Club is not going to be discussed,
Planner Codron explained the Elks came up with the idea at an Administrative Hearing,
but there is no plan for it.
Commr. Lopes asked if there is any input that staff could give them on lighted
flagpoles.
Planner Codron explained that the Elks prefer that their new flagpole be lit, but another
issue is the service light.
Commr. Lopes asked if the City has a policy on lights that are directed upward.
Planner Codron replied the policy is relative to signage, but not specifically to light
poles.
David Thornberg, Crown Castle Inc., presented some history on the site and design.
He mentioned the flagpole has been around for a while and felt staff has supported this
use. He gave a brief summary of the flagpole design and explained that the flagpole is
a significant icon for the Elks Lodge Association. He explained the palm trees were an
idea that has been discussed, but is very controversial. He felt the flagpole fits in well.
Planner Codron commented that the flag is twice as large as the one that was
proposed.
Mr. Thornberg mentioned the Elks have the capability of putting up and taking down the
flag, but they propose to have it lit with low-beam up-lighting. He noted that they all try
to make them less visible. He explained the matted white finish is traditional, but
offered to tone it down.
Commr. Boudreau stated a brighter color would be better than a dark color.
Mr. Thornberg suggested it be off-white.
Commr. Boudreau asked if the 20-inch diameter is a minimum to contain the elements.
Mr. Thornberg explained that it was to provide for a second carrier.
Commr. Boudreau asked if the 20-inch container would contain the guts.
Mr. Thornberg replied yes.
Commr. Root noted there is room for another carrier on this pole and wondered how
many carriers are looking for a site in a specific location.
Mr. Thornberg explained that Sprint roams with other carriers’ towers and they do not
foresee many more coming at this point. However, it is hard to speak to technology and
what will come in the future.

Commr. Root wondered if technology is going in a direction that will eventually eliminate
these poles.
Mr. Thornberg replied yes, but stated he did not know when.
Planner Codron noted the City has just reviewed and adopted a new ordinance because
many new carriers are anticipated to come in over the next few years, but the existing
carriers don’t have coverage.
Commr. Rawson asked why the pole diameter would need to change between one and
two carriers.
Mr. Thornberg replied it is for the cabling and not the antennas.
Commr. Rawson asked what the expected diameter would be on a typical 65-foot tall
flagpole.
Mr. Thornberg explained the picture of the one taken was approximated at 16 to 18-
inches at the base.
There was much discussion on the height and width size of the flagpole.

COMMISSION COMMENTS:
Chairperson Stevenson asked what the standard height would be for this pole.
Planner Codron replied 35-feet.
Commr. Boudreau felt the idea of the Elks exception of the flagpole is a great idea and
he supports the two carriers.
Commr. Root expressed his support of the pole.
Commr. Rawson expressed his support of the flagpole, but asked for some reassurance
that when it is installed, it does not look awkward.
Commr. Lopes asked if they could design a pole that is tapered.
Chairperson Stevenson responded that it could not be tapered at the base.
Mr. Thornberg explained that it would still have to provide the same area for the cabling
that runs from the bottom to the top.

Commr. Lopes suggested using a 12-inch tube if a tapered pole could not be used. He
recommended using earth tones to match the surroundings.
Chairperson Stevenson noted the Commission is leaning towards continuing this item
and to consider an option of either two poles each with a 12-inch diameter, with darker
colors, and the issue of lighting. He offered a third option to consider a faux Palm Tree.
Commr. Rawson suggested they bring back some additional photos for examples,
based upon what was discussed at this meeting.
Commr. Lopes moved to continue this item July 1, 2002, and for staff to return with
some examples of an alternative installation using a palm tree, with a flagpole example
of a 12-inch single carrier, with darker colors, and third example of two 12-inch poles so
two carriers could be accommodated, Seconded by Commr. Root.
Commr. Rawson commented they do not need to bring back a completed set of plans
on the two-pole scheme, but could come back in two weeks and bring a few examples
to discuss.
Planner Codron asked what colors they were interested in.
Commr. Lopes responded darker colors, maybe a bronze or gray color.
Chairperson Stevenson expressed that he is strongly opposed to any night lighting.
There was much discussion on the motion.

2. 1469 Andrews Street. ARC 65-02; Review of a new single-family residence on a
sensitive site; R-1-S zone; Mark & Katie Mott, applicant.
Associate Planner Michael Codron presented the staff report recommending approval of
the proposed house plan, based on findings and subject to conditions of approval.
Chairperson Stevenson noted that the south elevation corner is visible from the street.
Planner Codron explained that on lot 2, the west elevation will be quite visible from the
bottom of Andrews Street until the house is built.
Commr. Lopes questioned the west and north elevations and requested clarification.

Planner Codron explained the front of the house has a west to southwest elevation,
which is where the windows will be.
Commr. Lopes asked if the narrow side of the house is facing north.
Planner Codron replied there is a tree canopy at that location, so the west elevation is
where most of the sun exposure would be.
Deb Cox, applicant’s representative, summarized briefly what the design process and
constraints were on the project.
Chairperson Stevenson commented about the car that would park below the house.
Ms. Cox explained it would be down where the entry to the stairs is and would have a
single-car area where guests could park and come up the stairs.
Commr. Lopes asked if they were proposing to park in the public utilities easement.
Ms. Cox referred to the map to show where the guests would pull up, park, and enter
the house.
PUBLIC COMMENTS:
There were no comments made from the public.
COMMISSION COMMENTS:
Commr. Lopes expressed a concern that the building is oriented the wrong way on the
site and felt it is outside the building envelope and will further encroach into the creek
setback.
Ms. Cox explained where the original building was located.
Commr. Lopes suggested that the floor plan be turned 90 degrees so the entry could
face the drop instead of facing up-hill.
Commr. Rawson supported the house is siting and layout, noting the views are of San
Luis Mountain. He mentioned the applicants attempted to locate the structure out of the
creek setback as much as possible.
Commr. Root asked how the building envelope line is established.
Chairperson Stevenson responded that it was established by a tract map when it was
originally reviewed and considered.
Commr. Boudreau asked if the applicant was encouraged to move away from the creek.

Planner Codron replied yes, and explained they encouraged the applicant to design
something completely outside of the creek setback. After reevaluating the ordinance
and plan, the applicant decided to go with the proposed envelope.
Chairperson Stevenson noted that the stairway in the front does not have the level of
massing that he would prefer.
Commr. Boudreau moved to approve the proposed house design, based on the findings
and subject to the conditions included in the staff report. Seconded by Commr. Howard.
Chairperson Stevenson requested an amendment that the parking in the lower area be
designed into the landscape plan that is required in Condition 1.
The motion maker and seconder agreed to the amendment.

NOES: Commr. Lopes.

3. 204 Madonna Road. ARC 139-01; Review of new colors and signs for an existing
service station; C-T zone; A & S Engineering, applicant.
Associate Planner Phil Dunsmore presented the staff report recommending final
approval to the proposal to allow new paint color for the canopy, new color fascia panels
on the building and new signage based on findings and subject to conditions.
Chairperson Stevenson asked if a recommendation had been made against lighting on
the canopy.
Planner Dunsmore responded that was correct, and explained that staff is not
recommending approval for lighting at this time.
Commr. Howard asked which of the conditions have been met.
Planner Dunsmore explained that the applicant is asking for items outside of the scope
of former ARC direction, and staff is not recommending approval of these items.
Commr. Howard felt that the applicant has not shown any intention of meeting these
conditions.
Commr. Boudreau asked if the red band would be changed to a white band.
Planner Dunsmore replied that staff is recommending no red band on any of the
stations.

Commr. Lopes asked if staff would object to the under-fascia line being painted red or
yellow.
Planner Dunsmore responded they would not object to the line being painted yellow.
Commr. Lopes asked if the lower band is by the canopy.
Planner Dunsmore explained there is a soft lighting that washes onto the canopy.
Commr. Lopes asked if there is white showing on the gable end.
Planner Dunsmore replied yes.
Commr. Lopes asked what the requirement is for the satellite dish to be located at the
rear of the building.
Planner Dunsmore explained their requirement for the satellite dish is that it be located
in an area that is not visible from the public right-of-way.
Commr. Lopes asked if the staff views the colors for the satellite dish to be low visibility
colors.
Planner Dunsmore explained the place and location is usually not visible so they are not
concerned with the colors. However, if the dish was in a visible location, the color could
possibly be referred to the ARC.
Commr. Lopes asked if they could require this application to require the applicant to
modify the canopy light to be recessed.
Planner Dunsmore replied if there were changes to the proposed canopy, it would be in
the staff’s purview to recommend additional changes, subject to their changes being
implemented.
Chairperson Stevenson recommended that staff explore if the canopy lighting was a
part of the original approval.
Mark Passarini, Shell Construction Engineer, mentioned that Equilon is doing business
as Shell Oil Products, US. He pointed out the existing light well that is in the yellow
portion of the existing canopy would be taken out, and an off-white canopy fascia with
the red Shell channel letters would be proposed. The band does not have to be lit,
there is a red graphic that could be placed there instead.
Chairperson Stevenson asked if the band would be three-dimensional.
Mr. Passarini replied yes, if it is illuminated. He mentioned that the lights could be
recessed. He commented about the uniqueness of the San Luis Obispo area and noted
they are willing to work with everyone concerned.

Chairperson Stevenson asked if they agreed with the conditions of approval that are in
the staff report.
Mr. Passarini replied yes. He explained they have scaled back from their original plan.
Chairperson Stevenson asked if the resubmittal is consistent with what they are asking
for.
Planner Dunsmore responded that it is not consistent and explained the resubmittal
shows a white canopy with a red, lighted band. He stated that staff is recommending no
bands whatsoever.
Mr. Passarini commented they are looking at the off-white canopy fascia with the red
graphic and channel letters at the Madonna station.
Chairperson Stevenson asked if they are willing to disconnect the lighting that is
currently there.
Mr. Passarini responded that is their standard approach on this re-imaging program.
PUBLIC COMMENTS:
There were no comments made from the public.
COMMISSION COMMENTS:
Commr. Howard moved that this item be continued until such time when the applicant
has met all of the conditions of any prior approvals and directions given by this body on
January 22, 2002.. Seconded by Commr. Lopes.
Commr. Howard felt that any conditions they impose would not be met.
Chairperson Stevenson asked if the representative the off-white color on the canopy
and the red graphic is acceptable.
Mr. Passarini replied yes.
Chairperson Stevenson noted that the applicant is willing to go along with these
conditions and the only outstanding condition causing some concern is the satellite dish.
Commr. Howard recommended that the direction the ARC gave the applicant be met
before they take any actions.
Commr. Rawson felt that sometimes it is hard for the applicant to understand what is
expected. He suggested that they make it more clear on what conditions they want
met.

Commr. Lopes suggested that the applicant should come back with a proposal that
meets the direction they had given and devise a clear image of what they are proposing.

Planner Dunsmore reiterated with what the commission direction had been.
4. 11590 Los Osos Valley Road. ARC 140-01; Review of new colors and signs for
an existing service station; C-N zone; Equilon Enterprises, applicant.
Associate Planner Phil Dunsmore presented the staff report recommending final
approval to the proposal to allow new paint color, new color fascia panels on the
building and new signage, based on findings and subject to conditions.
Chairperson Stevenson asked why existing cabinet signs on the carwash would be
replaced with the ACM panels and why staff would recommend something more
noticeable when the only people interested in knowing where the entrance is are the
people in line.
Commr. Howard asked what the landscape plan requirement is.
Planner Dunsmore explained the original landscape plan only showed the additional
trees on this site. If more landscaping is desired, they would need to ask for changes to
the approved landscape plan.
Commr. Lopes asked if the landscape plan meets the conditions of the original ARC
approval.
Planner Dunsmore replied yes.
Commr. Lopes suggested they add a condition that the landscape plan be consistent
with their original condition of approval regarding landscaping.
Commr. Rawson asked if the landscape plan that was originally approved is going to be
installed.
Planner Dunsmore replied that he believed that it is.
Chairperson Stevenson stated that the Commission would like to reinforce the previous
direction, which was to install the landscaping, and to allow the shrubbery to grow up to
a height of at least four to five feet. He noted that the Commission would like to review
the original landscape plan.

Mark Passarini, Shell Representative, noted that when the site was remodeled a couple
years ago, four of the trees died and were removed. However, a couple of weeks ago
they replaced the four trees. He felt the only item that does not appear to match what
was originally approved is the sod. He mentioned that it was suggested to replace the
sod with what was the originally approved location; the suggestion was made with the
alternative remodel proposal, proposing that the site remain with the sod. He also noted
that diesel prices have to be posted and the price sign would have to remain standing.
Chairperson Stevenson questioned if the diesel sign would remain in that location.
Mr. Passarini noted the diesel sign needs to be visible from two streets. He explained
the purpose of the three different bands that are used on their stations and on this site
they are proposing the channel letters with no red.
Chairperson Stevenson stated he would support a “no color” on this fascia.
PUBLIC COMMENTS:
There were no comments made from the public.
COMMISSION COMMENTS:
Commr. Lopes commented that he would not object to a red band with off-white fascia
board or a red band on the lower part of the fascia. He would also support replacing the
sod with taller landscaping and provide a landscaping screen at the rear of the building
in addition to the trees.
Chairperson Stevenson expressed concern about the sod being a high water user. He
suggested a higher screening and some foreground planting other than shrubbery.
Commr. Howard moved that they continue this item to a date uncertain. Seconded by
Commr. Lopes.
The Commission individually added direction and comments to the applicant.
Chairperson Stevenson commented it would give the applicant time to provide a revised
landscape proposal. He commented that the Commission proposes that some turf
would be appropriate, but most of it would need to be removed and to replant what was
initially intended, which is smaller shrubs.
Commr. Howard suggested introducing a few trees that overlie the real screening with
the canopy.
Commr. Lopes noted the landscaping should be installed per the original condition of
approval.
Commr. Root suggested they lessen the amount of color on the building.

Commr. Boudreau suggested that there be no signage over the carwash except what is
necessary. He noted the only change would be the reduction of red and yellow colors
on the sign elevation.
Commr. Root suggested that they maintain a view of the signs as the plants mature.
Chairperson Stevenson suggested they paint red where the yellow is presently located.
The Commission read through each condition to determine what ones they agreed on.
Commr. Lopes suggested that the window signs be reviewed to determine whether or
not they are appropriate.
Chairperson Stevenson expressed a concern on adding additional trees and asked the
applicants if they would consider adding a couple of trees if it were necessary.
Mr. Passarini replied yes.

6. 1101 Monterey Street. ARC 142-01; Review of new colors and signs for an
existing service station; C-R zone; Equilon Enterprises, applicant.
Item 6 was taken out of order, as noted at the beginning of the meeting.
Associate Planner Phil Dunsmore presented the staff report recommending final
approval to the proposal to allow new paint and new color fascia panels on the building,
based on findings and subject to conditions.
Mark Passarini, Construction Engineer, noted that the canopy was not raised and they
did not add diesel to the signage.
Chairperson Stevenson asked if they would raise the canopy in the future.
Mr. Passarini replied only if they add diesel fuel at some point in the future.
Chairperson Stevenson asked staff if there was a requirement that the sign be taken
down.
Planner Dunsmore replied it was the applicant’s choice.

PUBLIC COMMENTS:
There were no comments made from the public.
COMMISSION COMMENTS:
Commr. Boudreau commented that this was an improvement from the original submittal,
and expressed if the applicant is comfortable with the conditions, that he would support
it.
Commr. Howard noted that the bright white does not blend with the other colors.
Planner Dunsmore explained that a bright white is being proposed for the canopy
fascia.
Chairperson Stevenson noted that the pump toppers are a recent trend in stations and
asked if they were roofed over.
Mr. Passarini explained it is part of the Shell design that happens to be a 16-inch oval
valance. Sometimes they put an ACM or plexiglass panel on the top.
Chairperson Stevenson asked if it were in compliance with the total sign ordinance.
Planner Dunsmore explained this is something that was put into the staff report for them
to consider. He stated it is over the number of signs that are allowed per site. He noted
that service stations generally have additional signage. They also have some island
pump toppers, which needs to be considered as to whether it is appropriate for this site
and whether it is something that could be supported.
Commr. Boudreau asked if it could be viewed as a piece of equipment.
Planner Dunsmore replied possibly it could be viewed as equipment.
Chairperson Stevenson felt that every opportunity to put up a sign adds more sign
clutter.
Commr. Lopes asked if the toppers were being counted as sign area.
Planner Dunsmore explained they are suggesting that it be considered as sign area.
Chairperson Stevenson suggested if they are going to allow this signing, it should be in
compliance with the Sign Regulations.
Commr. Rawson asked about the proposal for the painting scheme for the building
proposed to be Navajo white.
Mr. Passarini replied he was uncertain and explained that they were proposing bright
white.

Commr. Rawson questioned if the whole building would be completely painted Navajo
white, and recommended a paint scheme for the building.
Commr. Boudreau suggested an off-white that is complimentary to the architecture.
Planner Dunsmore responded that there is a veneer brick on the building that is an off-
white color that would be natural, which would be a different color than the paint.
There was much discussion on the color proposal for the building.
Chairperson Stevenson suggested that the Commission consider leaving the chimney
feature and removing the Shell sign, and consider that a metal art sculpture be placed
on this spot.
Commr. Boudreau suggested an off-white color tinted to compliment the existing
building materials.
Commr. Lopes moved to grant final approval to the project based on findings &
conditions in the staff report, with the following modifications: Condition 1a, second
sentence to read: the paint colors shall be an off-white color to compliment the brick
terracotta materials, to be approved by staff; Eliminate language in Condition 1-b that
says “Navajo white” and include the phrase that says compatible with off-white color;
and rephrase Condition 1b that addresses the details on the toppers, to read: as
allowed by the sign ordinance; Rephrase condition 1e to read: removal of Shell logo
from the chimney structure and to retain the faux chimney; Condition 4 to have the
applicant consider upgrading the lighting fixtures under the canopies to be cut-off or
shielded. Seconded by Commr. Boudreau.
AYES: Commr. Lopes, Boudreau, Root, Rawson, Howard, and Stevenson.

5. 296 Santa Rosa Street. ARC 141-01; Review of new colors and signs for an
existing service station; C-T zone; Equilon Enterprises, applicant.
Associate Planner Phil Dunsmore presented the staff report recommending final
approval to the proposal to allow color changes to the building and new color fascia
panels on the building and new signage based on findings and subject to conditions.
Ahmad Ghaderi, Project Representative, explained that the last proposal was for the
yellow panel similar to what they have at the Madonna station. It was his understanding
that the Commission would like to retain the pitched roof on the canopy. He stated they
will retain the pitch, and they have a permit to raise the canopy. He mentioned they are
proposing to add clay tile on the canopy roof, which is presently painted white with a

rock roof. The proposal also includes sandblasting the columns back to natural slump
stone or paint it an off-white color.
Planner Dunsmore noted that the district does allow for a pole sign and they would like
to have a monument sign, but it is a cross between a monument and pole sign that they
are asking for.
Mark Passarini, Construction Engineer, noted the shed that was previously at this
location has been removed.
Commr. Lopes asked if the diesel price would be added to the monument sign.
Mr. Ghaderi replied yes.
Chairperson Stevenson questioned the correlation between having diesel fuel and the
need to raise the canopy.
Mr. Ghaderi explained the canopy was previously at 12-feet 6-inches or 12-feet 3-
inches, and once they install the diesel price, they would have to raise it to
accommodate the numbers. He stated with this canopy they couldn’t recess the lights.
Commr. Root asked if the Fire Department requires a height of 14-feet 6-inches.
Mr. Ghaderi replied yes.
Commr. Lopes expressed his appreciation for the shed being removed and noted there
is a lack of landscaping in this location. He asked if they would accommodate the need
to upgrade and revamp the landscaping to bring it back.
Mr. Passarini replied to some extent, but because of the lack of funds he could not say
how much.
Mr. Ghaderi stated they are proposing a landscape area around the monument sign.
Commr. Lopes expressed a concern about the sight distance from this treated wall.
Mr. Ghaderi responded that he thought the City’s Public Works Department has already
reviewed the location for this monument sign.
Commr. Lopes asked if they agree with sight distance from the intersection.
Planner Dunsmore responded that they could not verify this.
Commr. Boudreau asked if it were possible to reduce the width of the band and have
tile hang over in a more traditional look.
Mr. Ghaderi explained that the fascia would hide a portion of the tile on the one side, but
the existing canopy is all that is left facing Monterey Street.

Commr. Boudreau suggested that the channel letters project above.
Planner Dunsmore noted that the proposed signs are 19-inches high.
Commr. Boudreau suggested a visible tile edge on the top and reducing it some would
make a big impact to the quality.
Mr. Ghaderi stated they could probably reduce it by 6-inches.
Commr. Boudreau suggested maybe 25% in height.
Mr. Ghaderi replied yes, and would try to have the tile hang over. He asked if staff
would support a taller pole sign of 18-feet tall in lieu of the fascia.
Planner Dunsmore explained that 18-feet would be in excess of the pole height
requirement in the Sign Regulations, but they could explore allowing things that are
consistent with the sign ordinance.
Mr. Ghaderi noted they are removing an existing pole sign.
Commr. Lopes commented that the price sign in front of the canopy has all these prices
and asked if it is going to remain.
Mr. Ghaderi explained that sign would probably be removed because it is incorporated
into their monument sign.
Commr. Lopes suggested that the sign on the chimney remain.
Mr. Ghaderi explained that pectin has to be on the main sign and not the building.
Chairperson Stevenson stated that the Commission would prefer that they keep the sign

Commr. Rawson moved to continue this item to July 15, 2002, with comments and
suggested revisions of the conditions be discussed and some additional conditions be
added: Condition (7) where the canopy would be redesigned to allow the tile to become
more of a visible part of the canopy and to look at reducing the band width on the fascia
canopy about 25% of the height, and also looking to maintain the existing chimney
feature and provide final information on colors, and to replace the existing planter area
with new planting. Seconded by Commr. Howard.

Commr. Lopes suggested if the Commission would prefer that there be no fascia under
the tile, then they should recommend this.
Commr. Boudreau expressed support of not having a fascia.
Chairperson Stevenson noted that they are trying to accommodate the redesign with
signage that would work.
Commr. Lopes suggested an alternative to a pop-up feature on the side of the canopy
or something on the poles.
Chairperson Stevenson suggested that the options be left open. He stated the direction
is to reduce the fascia band to something in the 12 to 18-inch range.
Commr. Rawson suggested that the fascia be around 12-inches so it matches the
building.

Commr. Boudreau commented about the abundance of cars that are parked past the
park on Santa Rosa by the creek.
Chairperson Stevenson commented that Obispo Beautiful meeting was held and the
Commission received an appreciation for the project on the corner of Tank Farm and
Higuera. He asked what the procedure is for maintaining the drain DI’s and suggested
this be addressed.
Planner Dunsmore responded that he would report back to what actually goes on with
this.

Commr. Lopes discussed the Parkway Subcommittee and Resource Conservation
Element and asked if any of the Commissioners would be interested in joining a
committee.
There were no Commissioners that were ready to commit to being on a committee.

Commr. Howard noted that she would be absent on the 1 of July.
Chairperson Stevenson noted that the Damon-Garcia Sports Fields would be discussed
at the Council meeting.
