HomeMy WebLinkAbout07-07-2003 ARC Minutes SAN LUIS OBISPO ARCHITECTUAL REVIEW COMMISSION MINUTES JULY 7, 2003 ROLL CALL: Present: Commissioners Greg Wilhelm, Allen Root, Michael Boudreau, Zeljka Howard, Jim Lopes, David Smith, and Chairperson Charles Stevenson. Staff: Associate Planner Michael Codron ACCEPTANCE OF THE AGENDA: The agenda was accepted as presented. PUBLIC COMMENTS ON NON-AGENDA ITEMS: MaryBeth Schroeder, 2085 Wilding Lane, expressed her opinion of the City’s approval process. There were no further comments made from the public. PUBLIC HEARINGS: 1. 1491 Monterey Street. ARC 61-03; Review of a 2,145 square foot addition to an existing restaurant (former Bishop’s Burgers); C-T zone; Ross and Joanne Currie, applicants. Associate Planner Michael Codron presented the staff report recommending approval of the proposed remodel, addition, and sign exception based on findings and subject to conditions of approval. Garth Kornreich, 1135 Marsh Street, project representative, gave a summary of the various stages of the project and offered a brief explanation on the design and materials that will be used. PUBLIC COMMENTS: MaryBeth Schroeder, 2085 Wilding Lane, supported the project. Patricia Griffin, SLO, expressed support for the project. There were no further comments made from the public. COMMISSION COMMENTS: Commr. Howard moved the staff recommendation with the addition of the following condition; The motorcycle parking space shall be relocated to the southwest corner of the lot so that there can be an additional vehicle parking space where the motorcycle ARC Minutes July 7, 2003 Page 2 space is currently shown on the plans. The parking space shall be signed for employee parking so that the vehicle can be easily moved and won’t conflict with the requirements of the garbage company. Seconded by Vice-Chair Boudreau. Commr. Wilhelm suggested an amendment to the motion that the windows on the first floor at the Monterey Street elevation shall be lined up with windows on the second floor for the purpose of adding shutters to both sides of each window, or the proposed shutters shall be removed. The motion maker and seconder concurred with the suggestion made by Commr. Wilhelm. AYES: Commrs. Howard, Boudreau, Wilhelm, Root, Lopes, Smith, & Stevenson NOES: None ABSENT: None ABSTAIN: None The motion carried on 7:0 vote. 2. 2306 Santa Ynez Avenue. ARC 62-03; Review of a new single-family residence on a sensitive site and request for a height exception to allow a 28-foot high structure where a 25-foot high structure is allowed; R-1-S zone; Gary and Sue Nichols, applicants. Associate Planner Michael Codron presented the staff report recommending approval of the proposed house design, based on findings and subject to conditions of approval. He asked the Commission to provide direction to the applicant to redesign the proposed guesthouse to better comply with the City’s Hillside Design Guidelines. Steve Gruden, project representative, gave a summary of the type of architectural style and landscaping proposed. He has concerns with condition 4 that requires a 3-foot wide planter between the driveway and the guest parking space, and asked if tree wells could go there instead. Gary Nichols, applicant, acknowledged that the guesthouse is an issue, but noted it was one of the reasons they purchased the property. PUBLIC COMMENTS: Michael Villerreal, SLO, noted he is the original developer of these five lots. He explained that the height restrictions were imposed on the property for the protection of lot 4, but he has no objection if they are slightly higher. He commented on the setback issue and mentioned that he would be concerned about extending into the driveway area if it were a solid 8-foot wall, but felt this is very minor. He felt the house is nice and an asset to the neighborhood. There were no further comments made from the public. ARC Minutes July 7, 2003 Page 3 COMMISSION COMMENTS: Commr. Boudreau moved the staff recommendation, with the following changes to the conditions; (2) that a 5-foot setback be allowed; (3) suggest the applicant reduce the overall height of the structure by 5-feet as shown in the exhibit from the San Luis Obispo peak; (4) delete the text: “a planter with a minimum interior dimension of three feet” and add “a tree well, light bollards, or surface and material change shall be developed between the common garden and the guest parking”. And add condition 6 as follows: The screen shrubs that are shown on east property line are to be evergreen and approved by staff for indigenous flower system and Fan Palm adjacent to the telephone pole. Seconded by Commr. Wilhelm. AYES: Commrs. Boudreau, Wilhelm, Root, Howard, Lopes, Smith, & Stevenson NOES: None ABSENT: None ABSTAIN: None The motion carried on a 7:0 vote. COMMENT AND DISCUSSION: 3. Staff: A. Agenda Forecast: There was no agenda forecast given. 4. Commission: Commr. Smith commented that sometimes the rules and regulations defeat the Commission in their purpose to make a good-looking City. Commr. Lopes commented that regulations are meant to catch the worst case. ADJOURNMENT: With no further business before the Commission, the meeting adjourned at 7:25 p.m. to the next regular meeting scheduled for July 21, 2003, at 5:00 p.m., in Council Hearing Room.
